Harris's abysmal polling among white voters is a bad sign for her. You need both white and black voters to win a democratic primary.

She's not running in 24 Biden is, lol they are polling her in case Biden doesn't run

AOC never had a broad base of support. She's beloved by hardcore activists but not the general democratic base. Bernie and Biden (despite being on opposite sides of the party) were the two most popular democrats in 2020.

21% is horrific for Joe.  That means that 79% of Democrats don't really want him to go on after 2024 and prefer someone else.  The last time this happened was 1980 with Jimmy Carter.

I'm not sure why you think it means she's declined.  When has she ever polled ahead of Sanders?  In any case, her standing depends on who's included in the poll question.  In this poll by Echelon, taken in a similar timeframe but without Biden and Sanders listed as options, she's in second place after Harris:
