Which states have never seen an all-county sweep in a presidential election?  Or at least not since the 1830s?

Some possibilities:

Kentucky (pretty sure about this one)
Tennessee (not since Andrew Jackson)
North Carolina
Virginia
Pennsylvania
Ohio

Though I’m not too sure about the last two.

New Mexico has never had a full-county sweep, though in 1936 FDR was only one county (Socorro) short.

You are right about Pennsylvania and Ohio. Eisenhower in 1956 came the closest in Ohio, losing only Pike County to Stevenson.

I can also confirm North Carolina. Nixon in 1972 came closest to sweeping the state, only losing Northampton and Orange Counties to McGovern. Northampton County hasn't voted Republican since 1896, and Orange County hasn't since 1928.

Virginia is another confirmation for the list. Nixon won every county in Virginia except for Charles City County in 1972 - again, the closest any candidate has come to sweeping that state's counties.
