He tended to do well in Metropolitan areas in the primaries. Also, he tended to do better than Trump against Clinton in the polls. Bush 43 also won it in 2004.

I think he would've narrowly won it as a "last hurrah" in 2016 before losing it in 2020 regardless of whether or not he won re-election.
