An Accord between the Kingdom of Scandinavia and the Russian Republic

1.) Hostilities between the Kingdom of Scandinavia and the Russian Republic will cease, effective immediately

2.) All Scandinavian armies will withdraw from Russian territory immediately, including the immediate return of all captured cities and towns, including St. Petersburg

3.) Peace is declared between these two warring nations, and the beginning of a new era of friendship, amity, and cooperation. To this end, Kingdom of Scandinavia and the Russian Republic will promise to station no more than 20 divisions along our border.

Gentlemen of the State Duma, thank you, thank you. I come to you to speak on the complicated diplomatic and military situation of the Russian Republic. We are engaged today in a war with our old enemy, the ever-expansionist, treacherous Ottoman War, which today stands in occupation of historic Russian territory, populated by Russians, and who engages in the oppression of our brothers in the faith in southern Europe and in Asia. Be rest assured delegates of the Duma, the government of the Russian Republic stands resolutely behind the war effort for the defense of Holy Russia, and we stand behind the thousands of Russian men bringing forward the tricolor flag of Russia, and the banner of our Savior into core Russian lands.

We have taken our ancient and holy oaths to never make peace until all Ottoman invaders are expelled from Russian soil. We take these oaths seriously, and we promise eternal glory and victory for our homeland.

This government made the landmark diplomatic achievement of peace with the Kingdom of Scandinavia. We have secured a permanent, lasting peace with the peoples of the north, to whom we will continue to cooperate with in the diplomatic and commercial sphere. We may not dedicate our brave soldiers to the stabilization of our frontier with Poland and the protection of the core Russian lands of Belarus and Minsk, enraptured by civil war, and the expulsion of the heathen Turkish armies from Holy Rus'. We will, without a doubt, expel the Turkish hoard from our lands, and deal total defeat to their armies in the field. This I promise.

To the Russian mothers who will lose their sons, and the Russian children their fathers, I promise to honor their sacrifices for eternity, not only with dignity and reverence, but with millions of acres of new farmland for future generations of Russians, and endless fields of wheat for Russian children to play it for centuries to come. I speak now to the nations of Europe. Know that the Russian Republic has not the slightest intention of upsetting the peace of Europe, or the balance of power. Our quarrel is solely with the Ottoman Turk, who has ravaged Europe for centuries, has defiled our Holy Orthodox Church, and has occupied Russian lands for decades under arbitrary and punitive tyranny. We seek nothing but friendship with the nations of Europe, as we have already established with Scandinavia. We have no interest in arbitrary violent conquest, as we have already established peace on our northern frontiers, we hold the same policy towards Europe. Today I say to Europe, we desire nothing but commerce, friendship, and peace.

I am asking this Duma to make continued provision for the supply of our army in the field, and for the raising of whatever new regiments are necessary for the defense of the fatherland from aggression. The war we fight today will secure peace for millions of future Russians, and for Europe.

We, the Ottoman Empire, propose the following peace deal to Russia:

Russia will cede the Eastern Caucasus, Kiev, Central Asia, and Uyghurstan, to the Ottoman Empire.
Russia will cede the remainder of Ukraine, other parts of Eastern Europe, and St. Petersburg to Poland.
Russia will issue a formal apology for starting this war, and pay the appropriate war reparations.

This proposal was printed en masse in all major cities of Russia, and distributed to the population as anti Turkish propaganda, to be torn apart and burned in public demonstrations along with images of the Sultan.

1)   Ukraine and Crimea are ceded to Russia.
2)   These polish territories are ceded to Russia.
3)   Romania becomes fully independent under a member of the Bourbon family (OOC : either Xavier and if he refuses Augustus Francis)
4)   It is always agreeed that :
-   Serbia becomes autonomous with the first monarch being appointed by Austria.
-   Bulgaria becomes autonomous with the first monarch being appointed by Prussia
-   (Greece + Cyprus) becomes autonomous with the first monnarch being appointed by Scandinavia. Additionnally, on Cyprus there will be a naval military scandinavian base.
-   Autonomy means : these territories are still part of the Ottoman Empire. However the country has broad domestic powers.
5)   Rhodes is ceded to Scandinavia.
6)   The second map represents the territories annexed by Persia. Additionnally autonomy will be granted to the Alawites and Rashidis. Freedom of worship is granted as well for the Yemeni Zaydis. (Spamage please don’t forget autonomous lands for Alawites and Rashidis, I have no clue who they are and where they live). Zaydis will be able to go back home without persecution.
7)   Soudan is ceded to Scandinavia
   Ottoman sovereignty on Egypt is confirmed. The Suez Canal will be reopened and be administered jointly by the Kingdom of France and the Archduchy of Austria.
9)   The Russian President is declared as Protector of the orthodox christians :
-   The Ottoman Empire recognizes freedom of worship of all of its orthodox subjects. If the orthodox subjects start being persecuted in any way, all the signatories recognize the right of Russia to intervene until this persecution ends.
-   The Ottoman Empire will not try to do anything that would put under jeopardy the autonomous statute of the newly christian autonomous kingdom. If anything is done to put an end to this autonomy, they would become independent.

Bells ring out in Moscow, St. Petersburg, Kiev, Kazan, Smolensk, Rostov-on-Don, and now in Sevastopol, Minsk, and Odesa, where millions of Russians have been returned to the motherland. Thousands of Russians have gone into the streets in public displays of joy and celebration for the victory over the Ottomans. The Romanov humiliations have been entirely reversed. The white-blue-red tricolor is everywhere, draped down buildings, waved in the street, and posted in shop windows. The flag of the new Kingdom of Romania and the Principalities of Greece, Bulgaria, and Serbia are flown as well. President Suvorin declared a national day of celebration, declaring that gift baskets of eggs,  pretzels, bread, salt, and butter will be made available in major cities as a celebration of the victory in the war and relative economic abundance. At last, Crimea has been returned to fold, and the shield of the Taurida Governate upon the eagle of the Russian Republic is realized. The government has pursued a policy of religious toleration towards the Muslim Crimean Tatars and the Greek-Catholics of Ukraine, but Eastern Orthodox priests are already being seen in Crimea carrying icons and leading processions, with plans for a new cathedral to honor the fallen of the war in Simferopol.

President Suvorin spoke to the Duma, which overwhelmingly backed the Treaty of Warsaw, and where cheers for the President rang through the hall from all but the most hardline socialist deputies. Prime Minister Chicherin and the other Ministers could be seen in the front rows clapping and cheering President Suvorin.

President Suvorin gave a brief address where he honored the courage and sacrifice of the Russian soldier, commended the chief Generals for their "magnificent victories" at Kiev and Kinichev, and he congratulated the news sovereigns of Romania, Serbia, Greece, and Bulgaria and promised eternal Russian protection for them and all the Christians of the Ottoman Empire. Suvorin thanked the Viborg Ally of Russia and new friend Scandinavia, and he thanked France and Prussia for their role in talks, and he declared that "the disgraceful and insulting European order brought about by Breslau is finally brought to an end. We have achieved victory and glory for our people!"

WHITE GENERAL DEAD: KILLED BY TERRORISTS

The heroic White General Mikhail Dmitriyevich Skobelev, of whom the songs will sing of forever, whose bravery in the Ukraine will never be surpassed, has tragically died in the fighting in Dagestan. The heroic White General, who as a Staff Officer who was always first into the fray in the Second Great Eastern War, whose great deeds helped achieve victory for the homeland, who was known for his clever use of subterfuge and disguise, has tragically died in the fighting in Dagestan. What's more, he was brought down by a Turkish rifle, in the hands of those terrorists who even now receive Turkish support. There is also word of Dagestani terrorists being used to repress the heroic Georgian christians. The White General died only after slaying 10 terrorists with his saber, and bringing down 5 more with his revolver. He died only after making sure those under his command escaped. He died a martyr for Holy Russia, he died a faithful Christian, and he died a hero. There will be a statue erected in Moscow to the White General, to honor his great deeds and sacrifice for our homeland. Already patriots are rushing into the street to demand recompense for his death from the Turkish aggressor, who even now is engaged in hideous crimes against the Georgian Christians...

OFFICIAL ULTIMATUM TO THE OTTOMAN EMPIRE

The Treaty of Warsaw proclaims the RUSSIAN REPUBLIC as the protector of the Christians of the Ottoman Empire. Per proclamations signed by my hand, the Russian Republic takes this duty seriously, and we recognize a bond between brothers of the faith that supersedes the border between Russia and the realms of the House of Osman. Therefore, the Russian Republic is OUTRAGED by the conduct of the Osman overlords in Georgia. The Kremlin has received reports of torture and murder against those Georgian Christians expressly their natural desire for self-government, just as our brothers the Romanians, Bulgars, Serbians, and Greeks have. We also mourn the murder of Major-General Mikhail Dmitriyevich Skobelev, the white-uniformed hero of the Russian people, who died in battle, murdered by terrorists in the employ of the Ottoman Empire. I have instructed the Russian government, and Prime Minister Chicherin to publicize the true nature of these events in all of the press and in the cities and the countryside. Our beloved martyr Skobelev was murdered by the same terrorists who are now harassing the Christians of Georgia. The violations of the Treaty of Warsaw by the Ottoman Empire know no bounds. To that end, we release the following formal demands
The Ottoman Empire will immediately withdraw completely from the territories of Georgia and cede it to the Georgian people.
The Ottoman Empire will immediately stop aiding, abetting, and protecting rebels and terrorists in the Russian province of Dagestan
The Russian Republic seeks peace with the Ottoman Empire, but peace cannot continue if the Ottoman Empire continues to flagrantly violate the terms of the treaty it agreed to. If the Ottoman Empire does not immediately comply with our legitimate and justified demands, there will be steep and severe consequences. We issue this ultimatum with the hope it will guarantee peace and preserve Warsaw.

OFFICIAL PROCLAMATION OF STATE

Under no circumstances will the Russian Republic accept Joseon dominion over all China, or the Joseon Emperor on the Dragon Throne. Russia has watched and let our partners take the lead on the affairs of China, but we cannot tolerate total Korean domination over all Asia, especially so long as the unlawfully occupy Russian territory in Transamur, and the Russian city of Vladivostok. The Russian Republic plans no military action at this time, but the Government of the Russian Republic is considering an effort to support the Chinese Republic. I, President Suvorin had held meetings with the government and discussed the Chinese question with more frequency. It is the unanimous opinion of the government, and the view of Prime Minister Chicherin and myself that Joseon domination of China is unacceptable and offensive to the Russian nation. We never plan for conflict, but we intend to defend core Russian interests in that region.

RUSSIAN MISSION TO FUZHOU

The Government of the Russian Republic hereby organizes a military mission to support the Chinese Republican in their right and moral struggle against ancient arbitrary tyrannies. The Chinese Republic is the only power in China that can provide a bulwark against the rule of princes with oriental delusions of divinity, and against the ever present threat of anarchy, rank democracy, and mob rule. We demand an end to Joseon aggression in China based on fictitious claims. We demand total respect and safety for European colonial holdings. To this end, we are sending an official military mission to Fuzhou in the Chinese Republic to keep stability and deter Joseon's expansionist ambitions. The mission will consist of an initial shipment of bullets, powder, and sabers. It will also consist of a team of around 100 men including officers, engineers, munitions experts, military theorists, political advisors, and staff led by Major-General Mikhail Ivanovich Dragomirov.

The Russian people have been beaten and humiliated by the enemies of our people. Our Suvorin spoke to the Duma, where he declared today that the alternative to freedom for the Georgian people is the total dissolution of the Osman domain. If the Turk has not learned his lesson from Kiev and Kinichev, where they were utterly destroyed, he will have to be taught a lesson again. If the Russian Army marches on Georgia, they will be greeted with bread and salt and the kisses of embraces of Christian maidens, just as they were in Ukraine and Romania. Our Suvorin declared that "with my order, the Russian Army will destroy our enemy again!" It is only with the leadership of Suvorin that Holy Russia has reclaimed our rights, and conquered our enemy. The Russian Republic and the Durrani Empire agree to the following terms in the spirit of friendship and cooperation
1. Russian merchants and commercial interests shall be able to freely partake in trade throughout the Durrani Empire provided they comply with local rules and regulations
2. Russian civilian and merchant vessels will be allowed to dock and base themselves in any Durrani port provided they comply with local rules and regulations
3. Russia will commit a military mission to the modernization and improvement of the Durrani armies

I hereby name the following members of the 2nd State Duma of the Russian Republic to the Government of the Republic.

The entirety of the government and bureaucratic appointments will consist of members of the Fatherland Loyalist, All-Russian Patriotic Alliance, Constitutional Liberal parties, as well as political independents. The Government will command the confidence of the aforementioned parties, and per my conversations with the Prime Minister (who retains my full confidence) will make overtures to the Ukrainian Deputation and Cossack Deputation to join the government, as well as to moderate socialists to provide confidence. As a gesture of our good faith, I have ordered the creation of the Ministry of Labor and Popular Affairs to make specific effort for the betterment of the conditions of the masses. I have spoken to the Prime Minister, and he has informed me the government will press the following policies forward, with my full support.

1. Continued Provision for the Finance of Public Housing
2. Restrictions on the Employment of Children in the Workplace
3. Provision for a System of Old-Age Pensions
4. A Pragmatic Trade Policy, with neither rigid protectionism or free trade
5. Provision for a System of Social Health Insurance, in which workers and citizens will pay a small fee into a fund based on their wealth, and the fund will be used to finance medicines, treatments, and hospital stays for people
6. Bread for All who require it in these times of trouble
7. A Construction of a new railroad from St. Petersburg to Irktusk

It is only right and just that the Slavs and Christians of the Balkans govern themselves, entirely free from the oppression and foreign rule of the House of Osman. Brothers, we have heard your calls for help. When Christians call, Rus' answers! I have ordered the General Staff to immediately draw up plans to march our armies to your cause as soon as possible, to protect your independence, secure and expand upon the gains of your rightly guided revolt, and deter Turkish aggression. Serbia, Greece, and Bulgaria will be free! The Ottoman enemy will accept the independence of peoples, or they will be destroyed!

Attention PEOPLES OF RUSSIA! Our Brothers, the Slavs and Christians of the Balkans and Georgia, are under attack by a brutal and violent horde of Turks. We the Russians have sworn to protect them. We cannot stand idly by as our brothers are slaughtered. Already there is doubt whether the Russian nation is STRONG, or whether it stands by its BROTHERS. Today we must answer these questions without a shadow of a doubt. I ask the Russian people to march to war. This time, for the last time against the Turk. We will secure a generation of peace, and total victory for Slavdom and our Orthodox faith. These are not times of plenty, but together, there is nothing Holy Russia cannot accomplish. I ask you, the Russians, to fight to avenge our martyrs, and to secure freedom and brotherhood for generations to come.

The Russo-Quebecois Treaty of 1875
A Treaty between the Russian Republic and the Kingdom of Québec,

1.-) The Kingdom of Québec formally recognizes the Russian Republic as its primary strategic, economic and diplomatic partner within the European continent. Likewise, the Russian Republic recognizes the Kingdom of Québec as its primary strategic, economic and diplomatic partner within the American continent.

2.-) Both signatories recognize the immense potential associated with trading across the Pacific Ocean, and pledge to expand trading capabilities and access between each other. There will be a general, reciprocal tariff reduction of 15%.

3.-) Their respective arrangements and alliances taking priority, the signatories will provide support to each other in various enterprises as part of their strategic partnership, and will respond to future acts of aggression on either signatory.
