Peace at Albany



With the mediation of Russian diplomats, the warring American powers have finally reached a comprehensive peace and an end to war in the American continent. In Albany it was decided to bring an end to the conflict with a balanced, equitable, and fair treaty. The treaty concluded a just, fair peace, that will not only bring an end to armed conflict, but will bring about justice and lasting cooperation on the continent. The war had such carnage, such savagery, that must never again be seen on the American continent. This is why the treaty includes provisions to forbid future use of chemical weapons. It was the earnest hope of Russian diplomats that further brutal warfare be avoided forever on the American continent, and also across the world. Russia's commitment to global peace and prosperity is shown by its meditation in this war, and hopefully soon, the global conflicts will come to an end. Our Suvorin declared, "nobody will doubt Russia's commitment to global peace with the signing of this treaty. This war had dragged on for over five years without any sign of an end, and only more escalation and more hellish carnage. Russia has shown the world peace is possible, and we thank Mexico, Quebec, Louisiana, Britain, and New England for their earnest cooperation. Together we will secure the blessings of peace, liberty, and brotherhood for all of our peoples." God Bless America, and God Bless Russia!

III. All three nations agree to deploy their navies to protect merchant shipping and combat piracy in the Persian Gulf, the Sea of Arabia, and the Straits of Malacca
III. All three nations agree to a regular exchange of scholars and other men of knowledge at our madrassas to the benefit of our respective nations in intellectual and technological advancement
IV. The Sublime State of Iran and the Durrani Empire shall provide adequate funding for the development of the village of Deli into a modern port-city

The speech was documented and printed to the masses immediately after it was delivered. Newspapers especially highlighted the overwhelming theme of the speech: a 'new day for Britain.' It was a critical point of the speech designed to raise post-war British morale for what could still be a rather bloody decade. Newspapers, as well, highlighted the unique nature of a direct address from the British Crown, which was generally only done in times of emergency for the nation.

(Since this is my first attempt at a history game at this forum and also my first full war in one, I want to thank everyone who's helped me so far introducing me to it, esp KaiserDave and YPestis25. This was previously a very foreign concept to me and I appreciate everyone who helped me get into it.)

Sino-Russia Treaty of Friendship and Mutual Assistance

Preamble: Nine years ago, the free people of China united together under the banner of liberty to unshackle themselves from the oppression of Imperial Manchu domination. We stood alone against corruption and exploitation from a monarchy foisted upon us by invaders from the North until one day, help arrived from far beyond the steppe.

The people of Russia, themselves liberated from the tyranny of Tsarist oppression, threw their support behind our righteous cause. Our combined strength has driven both the old order and the Korean interlopers from our shores. In recognition of this momentous partnership, we gather together today to recognize our shared ambitions together and to unite our people in fraternal solidarity.

With the power vested in our duly appointed representatives, the Russian Republic and the Free Republic of China agree to the following:

I. Friendship

a. The Free Republic of China shall establish a permanent diplomatic presence in Moscow and shall maintain this presence only with the support of the Russian people.

b. The Russian Republic shall establish a permanent diplomatic presence at Nanking and shall maintain this presence only with the support of the Chinese people.

c. Russian and Chinese diplomatic personnel are granted all rights and privileges as established under generally accepted international principles.

d. The Free Republic of China shall lower tariffs on the following imports sourced from the Russian Republic:

    1. To ten base percentage points, unprocessed bituminous coal.
    2. To three base percentage points, unprocessed anthracite coal.
    3. To five base percentage points, processed and cleaned bituminous coal.
    4. To zero base percentage points, processed and cleaned anthracite coal.
    5. To three base percentage points, unprocessed sawtimber logs, of both hardwoods and softwoods.
    6. To five base percentage points, milled and sawn hardwood boards, of all sizes.
    7. To ten base percentage points, milled and sawn softwood boards.
    8. To ten base percentage points, pine poles.
    9. To ten base percentage points, plyboards of both hardwoods and softwoods.
    10. To twelve base percentage points, pulpwood.
    11. To five base percentage points, wool fibre and unprocessed fabric.
    12. To five base percentage points, woolen goods and clothing.
    13. To ten base percentage points, all other clothing and fitted goods.
    14. To five base percentage points, animal hides, furs, and other worn goods.
    15. To five base percentage points, cured animal meats.
    16. To five base percentage points, whole cow and goat cheese.
    17. To five base percentage points, unprocessed ores of iron.
    18. To five base percentage points, unprocessed ores of other metals.
    19. To eight base percentage points, pig iron ingots.
    20. To zero base percentage points, mechanical and machine parts for use in the production manufactured goods.
    21. To zero base percentage points, whole paper.

e. The Russian Republic shall lower tariffs on the following imports sourced from the Free Republic of China:

    1. To five base percentage points, rice.
    2. To five base percentage points, barley, millet, and sorghum.
    3. To five base percentage points, all other whole corn or grain
    4. To five base percentage points, milled flour.
    5. To five base percentage points, baked or preserved foodstuffs, including bread, hardtack, and biscuits.
    6. To five base percentage points, soybeans and oilseed.
    7. To five base percentage points, raw and unprocessed cotton.
    8. To five base percentage points, processed textiles of cotton and silk.
    9. To zero base percentage points, teas.
    10. To five base percentage points, porcelains and ceramics.
    11. To five base percentage points, steel.
    12. To five base percentage points, wool fibre and unprocessed fabric.
    13. To five base percentage points, woolen goods and clothing.
    14. To ten base percentage points, all other clothing and fitted goods.
    15. To five base percentage points, animal hides, furs, and other worn goods.
    16. To five base percentage points, cured animal meats.

f. The Russian Republic and the Free Republic of China agree to share technical expertise through mutual industrial assistance and collaboration.

g. The Russian Republic and the Free Republic of China agree to coordinate on the construction of infrastructure designed to facilitate trade and economic cooperation.

h. This agreement shall take effect on April 15th, 1876.

II. Mutual Assistance

a. The Russian Republic and the Free Republic of China agree to military collaboration in conflicts where both parties are co-belligerents.

b. The Russian Republic and the Free Republic of China shall agree to enter into a conflict as co-belligerents in situations where a foreign power has attacked a party of this agreement. An attack on one is an attack on all.

c. Neither the Russian Republic nor the Free Republic of China shall be obliged to enter into a war where either party has willingly and freely entered into hostilities with another foreign power.

d. Both of these clauses shall take effect on June 22nd, 1876.

III. Konstantingrad Settlement

a. The Free Republic of China shall be entitled to a property in the international settlement of Konstantingrad of equal standing to all European powers.

Treaty of Limassol of 1876



The, Russian Republic, Kingdom of Scandinavia, Kingdom of France, Habsburg Monarchy, Kingdom of Romania, Sublime State of Iran, Kingdom of Greece, Kingdom of Serbia, Kingdom of Bulgaria, hereby agree to the following terms, and present to the Ottoman Empire for immediate ratification.

  • The warring parties of Russia and her allies the Kingdoms of Serbia, Greece, and Bulgaria, and the Ottoman Empire will immediately cease hostilities and return to normal diplomatic relations.
  • All parties will recognize the Kingdom of Egypt, the Republic of Georgia, the Principality of Trebizond, and Rashidi Arabia as new independent states.
  • All parties will agree to recognize a male of the House of Bourbon-Aquintaine as Prince of Trebizond.
  • Mehmed V, Sultan of the Ottoman Empire will agree to surrender the title of Caliph, for himself, for all of his future ascendants, and for the entire House of Osman. All parties recognize the government of the Executive Regency Council and Sultan Mehmed V as the only government of the Ottoman Empire. Sultan Mehmed V will be returned to Ottoman territory, and King William Henry I of Bulgaria to his Kingdom.
  • All parties will recognize Russian control of the city of Constantinople and exclusive control over the Straits of the Dardanelles.
  • All parties will agree to a Suez Canal Zone to be delineated among the signatories, and all parties agree it is in the best interests of all to reopen the Canal.
  • All parties will agree to an International Commission responsible for the governance of Jerusalem, including deputations from the Russian Republic, Kingdom of Scandinavia, Sublime State of Iran, and the Kingdom of France.
  • All parties will agree spheres of influence to be delineated among the signatories, and certain ceding of land.

My fellow Louisianans,

Peace has been achieved in the East! With the noble aide of our brothers in Quebec, Mexico, and New England, we have secured the major goals established when the Great North American War began. No longer will our countrymen in Columbia be under the threat of British aggression. No longer will our countrymen in St. Louis be under threat of British aggression. No longer will our countrymen in the Caribbean be under the British yoke. We have pacified the foreign power of the continent, and secured a North American peace. This is a day for joy and celebration.

We must also, however, remember the many who gave their lives in the pursuit of this peace. Their sacrifices shall never be forgotten or I will have failed as a sovereign. To this effect I dedicate the rebuilt City of New Orleans in their memory and I will ensure that appropriate monuments and commemorations to them will be construct as we rebuild this great Crescent City.

Further, to celebrate their sacrifices and to give the people of this country cause for celebration, I hereby announce that New Orleans will host The North American Cup tournament later this year. I invite our allies in Quebec, New England, and Mexico to our great city to play a tournament of New Orleans Rules football. The victor will receive The North American Cup, dedicated to all those who gave their lives in this war from all nations. I hope this tournament proves a success on both a global and domestic level, as we all deserve a reprieve from the sadness and bitterness of this war. All proceeds from the ticket sales and concessions at the tournament will be divide amongst the North American allies to rebuild from the destruction of the Great North American War.

Despite our successes in the Great North American War, we do still face a challenge in our West from Mr. Green and his band of domestic saboteurs. I have given Mr. Green the chance to surrender with peace and face justice for his rebellion. He has refused and, sadly, forced our great armed forces into another conflict. This is a matter of territorial sovereignty and the rule of law; Mr. Douglass is the one legitimate Governor of Liberia and must be restored to power. What is a nation without laws, after all? If another man declared himself King of the United Kingdom, I am assured each of you would rise up in my name and fight him down. We must do the same for Mr. Douglass.

Mr. Green and his allies will face the full force of our collective might and, in time, the judgement of God. I pity them, for surely they must have been whispered to be a foreign enemy in hopes of dividing our people. But as we have seen through the Great North American War, the people of Louisiana are strong, united, and free - now and forever. Due to their treasonous actions, sadly, the War Powers Act must remain in effect, to give our boys in the battlefield the full support they deserve. But I pledge that the War Powers Act will be repealed as soon as Mr. Douglass has been returned to his rightful seat as Governor.

His Imperial Majesty is pleased to accept the gracious invitation from New Orleans, and confirms the participation of Québec in the 1876 North American Cup tournament. Funds will be destined to the formation and extensive training of a Québec National footbal team, recruited from across the provinces and territories of the Empire.

An ACTof the 5th Duma of the Russian Republic


On the National Flag and National Symbols



The National Emblem of the Russian Republic, or the Republic of Russia, shall be an eagle bearing crests of the principal cities and domains of the Republic, Astrakhan, Minsk, Vladimir, St. Petersburg, Moscow, Kiev, Crimea, Konstantingrad, and Kazan. Pictured below




The National Flag of the Russian Republic, or the Republic of Russia shall be the white-blue-red tricolor of Peter the Great.




The Formal National Flag of the Russian Republic shall be the white-blue-red tricolor of Peter the Great emblazoned with the National Emblem of the Russian Republic.




The Flag of the City of Konstantingrad shall be the white-blue-red tricolor of Peter the Great with a golden canton with a Greek Orthodox Cross, pictured below.




The National Flag shall fly at all government buildings, all national embassies, and at all army encampments or buildings. It shall fly alongside of the Formal National Flag with equal standing. A square version of the Formal National Flag shall serve as the personal standard of the President of the Russian Republic. The National Emblem of the Russian Republic shall head all government documents or communiques, and shall be present in any material printed by the government in an appropriate location. A National Flag shall belong to every company of the Russian Army, along with regimental banners and local standards. There shall be special instructions for dealing with and treating the National Flag at bases of the Russian Army.

A portrait of the sitting President of the Russian Republic shall be displayed in all government buildings, and in the State Duma, in schools, in military buildings, and in all other places managed by the government.

The National Flag and Symbols of the Russian Republic are protected images and it will be a criminal act to defile or deface them, with a penalty of no more than 2 years incarceration.

The Golden Eagle, or Aquila chrysaetos shall be declared a protected species, it will be a criminal act to hurt or kill them without special permission, with a penalty of no more than 3 years incarceration.

The National Anthem of the Russian Republic, or the Republic of Russia, shall be Славься! (Slav'sya), the final song in Mikhail Glinka's Opera "A Life for the Tsar" with the following Republicanized and Patriotic lyrics.

Chicherin Speaks to the Duma

(Excerpt from a speech to the Duma, April 18 1876)

Therefore our President has assigned me the crucial task of moving our economy forward, preserving our prosperity, and upholding the strength of our nation. Gentlemen of the Duma, I believe it of the highest important to keep Russia mobile, prosperous, and flexible. Economic stagnation is a horrible trap we cannot fall into, we have made great gains through the heroism of the Russian Army, but we may very well lose these gains if we do not win on the economic theater as well.

To that end we must recognize one undeniable reality. Russia has been on war footing for 6 years. While we have not been directly fighting on the field the entire time, we have been mobilized and prepared for combat, even when we were not at war. While in this time we have secured Zaporizhzhia, Kherson, the western reaches of the Ukraine and her bountiful wheat fields, we have opened the Straits of the Dardanelles to our merchant marine, and we have benefitted from the closure of French and Austrian markets, we have retreated in other fields. Our civilian industry has been shuttered in favor of the construction of arms and ammunition, this has left us with a surplus of arms, but a simultaneously shortage of consumer goods. This government proposes to immediately begin to scale down the war production apparatus, and return one million enlisted soldiers to civilian life and work in the farms and the factories. We propose to transition the wartime production back to the production of consumer goods. We will make good use of surplus weapons in other areas.

Under the great Mikhail Dmitrievich, our first President Gorchakov, Russia ended general exports of wheat to Europe. How could we continue? Europe had betrayed Holy Russia, and bloodied her, and shamed her. This was the correct and wise decision at the time, we had to feed our people, we had to rebuild after the humiliations Europe wrought upon us, and the humiliations the Romanovs were too inept to prevent. Times have changed. We have rebuilt our nation, we have discarded Breslau into the dustbin of history, we have even conquered Constantinople and broke the power of the Turk. This government has already begun grain exports to select friends such as Naples, China, Quebec, Britain, but we propose to go one step further. Accordingly with this new reality, this government proposes to immediately begin generally exporting surplus grain from the harvest once again. If there is no surplus, there shall be no exports, but once we have filled both our grain silos for the winter, and filled our emergency grain stocks, we will begin general exports. The world is ravaged by war, America is just, by the grace of God, exiting her war, Europe remains at war. This policy will meet the massive global demand for food. We will profit greatly from its implementation.

We must enter the global marketplace. I am aware this subject is very contentious even amongst the government. But it remains an economic necessity, and a historical one. The world is ravaged by war, it is sunken deep into the cauldron of conflict. Now Russia has the historic opportunity to meet global demand. This is why we will pair our mobilization of the civilian workforce, of the civilian industry, our demobilization of the war production, with a general increase in exports. Not solely of wheat mind you, but a general export of all resource surpluses. This is not a free trade policy, this is not an abandonment of the hungry sons of Russian mothers. This is an economic conquest, we have already conquered the Straits, we have conquered Manchuria, we have conquered the Balkans with our brothers. Now we will conquer the global marketplace, this government proposes an immediate policy of exporting surpluses. If and when there are surpluses of coal, of iron, of meat, of lumber, and of course grain, they will flood the global marketplace, particularly, that of the Mediterranean which is now open to us. Konstantingrad will serve as a wintertime port, in the event Sevastopol cannot be utilized. We have already made efforts to reduce the tariff walls for these products of which we produce so much, particularly in China, which remains at war. We anticipate massive profits from these sales, which will get Russia moving.

In order to demonstrate to demonstrate the coalition the nationalist intentions of this government, we will continue to implement our ambitious social and developmentalist agenda, including expanding the Trans-Siberian Railroad, which we will extend to Harbin from Qiqihar, and continue to add her track to expand trade and the ease of transportation. We will not throw down all of our tariff walls. This is a moderate course, one that will fill the global demand for Russian products, and enter the global marketplace after three decades of isolation. We will profit immensely, and we will fill our coffers.

In order to meet the demands of revenue I propose a new tax. When Mikhail Dmitrievich broke up the wicked estates of the nobles, he offered them a choice, break up the estates and be compensated, or not and compensate each newly freed serf. Most chose the former, but a minority did not. Those landed estates which remain intact will now have to pay a surcharge, if they chose to dismantle their estate in response, they must compensate the peasants living on the land. Russia is no longer a nation of nobles and serfs, we are a nation of free workers and peasants led by Our Suvorin.

Gentlemen of the Duma, once we have secured economic mobility, we will be in a position to use our power most effectively again, and with God's grace, we will exalt Russia as among the most powerful nations on Earth, and we will more than capable of defending her honor and her rights. Glory and victory shall be hers for all time, and all of our people will enjoy full bellies, a roof over their head, and contented lives!
