I don't think it is actually.  Snyder is politically the most liberal member of the Arkansas delegation; he voted against banning same sex marriage and partial birth abortion and has been endorsed by the conservative Arkansas Democrat-Gazette.  He's expanded his lead from 2004 when he won 58%-42% and Bush won AR-2 51%-48%.

This race will be safe until Snyder retires. I'm surprised anybody bothered to poll it.

Actually 40% GOP in this district isn't bad at all...

Ever since 1994 the GOP candidate in this district has polled over 40% (o/c there was no GOP candidate in 2002 for some reason), with the highest being 47% in 1996. The usual % has been 42%.
