I'd say Herbert because of how much the Chargers rely on him (he was second in the league in passing yards to Brady.) The Bengals have more weapons besides Burrow. Plus, the Chargers defense constantly collapsed as you mentioned. Whoever you pick, however, both of these guys are going to be in the discussion for the next 12-15 years for best QB and MVP presuming both stay healthy.
