With kids then be required to either pay out of pocket or get scholarships if they want to attend an out of state university

Voted yes, but with 2 qualifications:

a) Like Blairite says, get rid of the in-state vs out of state thing (make it so loans are limited to the cost of college in the state the student is attending. Perhaps with some limitations so that states don't try to game the system or something)

b) I am of the opinion that absolutely no one should have to take loans in order to go to college. College tuition should be at most around 2000$ or so; and for the people for whom 2000$ would still be a huge expense, they should be given scholarships, not loans.

What does this even mean?  Loans are just money.  If you won't give my kid a student loan to go to Harvard, I'll just take out a HELOC and use that debt to make up the difference.

Subsidized loans are limited to only $23k total over all years for undergrads. The limits have only gone up slightly since the 90s.

No... what a ridiculous proposal. Someone should not be limited to which university they can afford to attend based on what state they were born in.

At first I thought this was a bad idea both because college is expensive and too many people go, but then I realized that this is an excellent way to screw over Mississippi.
