Iturbide might just be Yuan Shikai a century early, a hotheaded general suddenly going "if the country was independent, I could be Emperor" only to realize very quickly that he was essentially literally the only person who wanted that. That said, at least he was homegrown. Maximilian was by all accounts rather decent and hardworking and actually committed to learning things about Mexico and learning Spanish, but he was also blatantly a puppet in a harebrained scheme to install a French puppet government in Mexico. Old Max never stood a chance of developing any real domestic following as long as he was getting installed at French bayonet point, and his bloody end was probably inevitable for anyone in his position.
