I have a soft spot of Catherine the Great, even though she did some horrible stuff, because couping your own husband (not to mention out-Russianing him as a recently-arrived German princess) is such a girlboss move. Purple heart

Queen Anne was also easily the most competent monarch England had had in quite some time, toxic court politics aside.

If deities don't count as unelected rulers, Anacaona out of those who haven't been mentioned yet.

I have a soft spot of Sinema the Great, even though she did some horrible stuff (impeaching Trump), because couping your own President (not to mention out-Republicaning him as a recently-arrived Democratic queer princess) is such a girlboss move  Love

There were some queens and empresses in the past
But as far as I remember, Jeanine Anez was the unique female dictator in the history.
And now she is the unique former female dictator to go to the prison

Elizabeth I
  • Funded the arts, including an up-and-comer from Stratford
  • Presided over a period of impressive stability, sandwiched between the War of the Roses and the English Civil War.
  • Provided a degree of stability after decades of religious turmoil arising from the nation's response to the Reformation
  • Made the necessary decisions to keep the Spanish at bay, particularly at the Armada
  • Provided Royal Assent to the "Poor Laws", the closest Britain would get to a welfare state for centuries.

Her handling of Mary, Queen of Scots is regrettable, but more drawn out and political than most give her credit for.
