Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the Harry S. Truman Anti-Big Tobbaco Act.

Section 2. Definitions

1. In addition to federal regulations, regional governments may make any and all regulations governing the packaging and sale of tobacco products.

This has been an issue of much contention lately. Now, the Fremont Parliament passed a bill regulating the packaging of tobacco products with the goal of discouraging their use and decreasing their marketability. A lawsuit was, quite foolishly, brought against the bill and was quickly thrown out by Fremont Circuit Court. The purpose of this legislation is to protect the rights of regions to make whatever changes to tobacco product packaging they feel fit, in order to protect consumers. Anyone who supports regional rights should support this legislation.

Does the bill imply that federal regulations still supersede regional ones, or am I misreading that particular addition?
