I've heard that Las Vegas and San Diego offer two of the nicest year-round weather for Americans... surprised those regions are not bursting with more population growth.

Those places are growing rapidly as-is. Also Las Vegas' growth may be suppressed by its water situation
What's wrong with the water?  Too many drunken tourists puking in it?  sorry i don't know, hopefully they fix it soon, i was planning on going out there
