By votes cast? Probably Bush, albeit by a closer margin (~50 votes).

By voter intent? It's unquestionably Gore, as the staggered ballots confused many people that voted D downballot to actually vote for Pat Buchanan. So if you could read everyone's minds on how they were trying to vote, Gore wins.

However, we don't measure elections by intent, so George Bush was the constitutionally elected President of the United States.

Why doesn't Gore realize that he ran a horrible campaign. What did he run on exactly, other than being his own man?

Did he have a bold education plan like how Bush had his No Child Left Behind plan?

I'm not sure honestly. Had the Supreme Court allowed the recount to go to its conclusion (or not taken the case at all), there's a 50/50 chance it would've ended with Gore as the winner. A deeper review of the hanging chads might've shown a different outcome as well.


Regardless of what the real result was, I accept the fact that George W. Bush was legitimate President of the United States from 2001-2009.
