Also how does the country react to having a black President in 1991, especially after a traumatic assassination?


Decently. President Brooke does bungle the financial crisis in 1992 badly, which sunk his re-election chances. Bush has drifted a bit to the left on economics, and was part of the Conservative-Democrat merger.

President Obama assumed office on January 20, 2009. Unemployment was high as was inflation, and the nation had a budget deficit for the first time in over a decade and a half. President Obama ordered a $500 Billion fiscal stimulus, one of the largest ever.

2009 FINANCIAL STIMULUS ACT
-$200 Billion in loans to corporations and businesses to starve off bankruptcy.
-$200 Billion in direct tax cuts to middle and lower class families.
-$100 Billion in infrastructure spending, distributed in relation to collected tax revenue.

All departments and agencies got a cut in their budgets, and the Federal Reserve authorized an increase in interest rates to drive up spending in bonds. Vice President Biden was sent to drum up Congressional support for the stimulus, which he succeeded in when the bill was approved 74-26 in the Senate and 310-124 in the House.

Unemployment began a gradual decline by the midterms, but unfortunately voters have an incredibly short attention span and the 'slow' recovery led to a Democratic midterm win.

The President was able to get a final Canada-US-Norway-Sweden-Denmark trade agreement passed, but had his tax cut proposals stalled in committee and had to veto a massive healthcare and union rights expansion backed by the populists. Fortunately the economy was in good shape by 2012, so the President easily won re-election:

Obama/Biden (R): 395 EV/ 54.4% PV
Brown/Adams (D): 143 EV/ 44.4% PV

President Obama could now get to work on his agenda, having gotten back control over both houses of Congress. The first bill to be proposed was the Urban Renewal Act of 2013, which was a once-in-a-lifetime investment in urban communities.

URBAN RENEWAL AND EDUCATION ACT OF 2013:
-Authorizes a school voucher pilot program.
-Centers funding on meeting standards rather than improvement.
-Authorizes a grant of $5 Billion to renovate campuses and facilities.
-Authorizes $100 Billion in STEM funding over 12 years.
-Authorizes $50 Billion in urban cleanup/beautification projects.
-Expands business tax credits for relocating to poor areas.
-Caps public college tuition at 20% the average annual locality income per year.

The bill was popular, and easily passed. Next up was the Democracy Preservation Act of 2014.

DEMOCRACY PRESERVATION ACT OF 2014:
-Mandates at least one week of early voting, with at least one day being 24 hours.
-Mandates that all ballot drop boxes be at least one per county or per 5,000 people, whichever is lower.
-Authorizes an increase in election security spending.
-Punishes intentional voter fraud by up to 5 years in prison and a $250,000 fine.
-Issues standardized national ID (with check marks for different licenses) and allows it to be used as voter ID.
-Mandates voter ID for easier identification and provisional ballot identification.

This also passed easily, and was upheld via supreme court challenge. The USID was first issued  in late 2014, and people were able to exchange other ID cards for the new system. This was completed in July of 2015, when all other cards (like Social Security) were declared void.

Finally, there was the Social Security Privatization Act of 2014. This was undoubtedly the most controversial piece of legislation.

SOCIAL SECURITY PRIVATIZATION ACT OF 2014:
-Cuts the maximum benefit from $3,010 to $2,819 and all other benefits by $50.
-Freezes the maximum benefit at $2,819 for 6 years.
-Eliminates the payroll tax cap.
-Freezes all other benefits for 5 years.
-Expands the SALT Deduction.

This barely passed, winning only 230 votes in the House and 51 votes in the Senate.

For the 2016 Elections the Democrats almost unanimously chose Hillary Rodham, a long-serving politician, having served seven terms in the House, two terms in the Senate and an additional two terms as Governor. The Republicans nominated former Vice President Gary Locke.

In a massive upset, Governor Clinton defeated VP Locke for the White House.

President Clinton's first agenda item was a partial repeal of the 'anti-moocher bill' signed under President Cohen that let states keep more of their own tax dollars. Next was health care.

2017 HEALTH CARE ACT
-Expands free Americare coverage from 400% F.P.L. to 445% F.P.L. ($58,000 for an individual or $116,000 for a family of four).
-Allows states to expand Americare with federal support to 493% F.P.L. ($63,500 for an individual or $127,000 for a family of four) by 2018.
-Allows states to expand Americare with federal support to 509% F.P.L. ($65,600 for an individual or $131,200 for a family of four) by 2019.
-Allows states to expand Americare with federal support to 527% F.P.L. ($68,000 for an individual or $136,000 for a family of four) by 2020.
-Authorizes a $40 Billion subsidy for high-risk pools to lower costs.

The 2017 Health Care Act was a needed overhaul to a system past thought of as the third rail of American politics due to the bipartisan approval it enjoyed. The economy was humming along okay as well, so the midterms were a ripple instead of a massive wave.

The administration's next priority was infrastructure. After months of negotiations, a bill was hashed out.

2019 INFRASTRUCTURE ACT:
-Authorizes $800 Billion to repair all physical infrastructure over six years.

The bill passed, but it was concerning to some observers that a deficit of $50 Billion per year would be created. But fortunately the President narrowly pushed through a small tax increase on the rich to fill most of the gap.

Also during this time, investigators were looking into the President's financial records, although this wasn't known to anyone other than the President herself and a few key advisors.

Good timeline. I'd be a straight Dem voter in this timeline with the exception of Rockefeller because McGovern looked to be an unpopular president.

For the 2020 Election, Democrats easily re-nominated President Rodham and Vice President Kirsten Gillibrand, while Republicans nominated Senators Evan Bayh and Kamala Harris.

The COVID-19 Pandemic had cost 200,000 Americans their lives by election day, which is one of the factors that cost President Rodham the election. Republicans ran on expanding vaccine research and production while phasing out lockdowns while Democrats instead back 'personal choice' and expanding Americare funding.

By free do you mean taxpayer rather than patient funded, because there's no such thing as free healthcare.

Many countries do not have single payer healthcare through the Government. Netherlands operate under a managed private insurer, non profit market. Same with Germany.

This is interesting, but the Democratic-Conservative merger is a bit puzzling. While Bill Clinton was a southerner and took conservative positions when it suited him politically, he and Hillary had a clearly-defined liberal brand and were much more inclined to northeastern/metropolitan liberalism than rural populism.
