Sure.

Basically, it requires states that have not expanded Medicaid under the ACA to do so. It also allows states to expand Medicaid with federal support to cover people making up to 168% of the poverty line (up from 138%), which means that it will cover families making up to $41,000 instead of the previous $34,000.

It also allows the government to negotiate drug/medicine prices and ends exclusive patent rights to non-orphan drugs after five years. Basically, costs will fall dramatically thanks to the bargaining power of the government/having multiple manufacturers to be more in check with other nations, which actually makes this expansion deficit-reducing.

It also mandates insurers keep to under a 1.75% profit margin, with any money over that being used to cut premiums and out-of-pocket costs. And with falling prices, premiums could be cut up to 75%.

Having learned from Obamacare, it will go into effect quickly, to prevent the conspiracy theories.

Why would Al Gross run? He wasn't even a Democrat before Trump's election, and he couldn't have run in the primary as an independent until 2017 (the Alaskan Democrats changed their rules in early 2016, but the state rejected it and it went to court).
