I'd agree that Maine would be the closest but they could Midwestern or live in one of the rural areas of the Rockies (Southern Colorado in particular). Ideologically they seem to be socially progressive (in a 2000's sense, I doubt they'd support a lot of the recent social issues), economically moderate, hawkish & protectionist.

Most of this seems to line up with an economically populist person with some right-wing tendencies on some social issues, crime, immigration, etc. Ford 1976 is the weird one, although Anderson 1980 could make sense as a protest vote. Like others mentioned, this could be an upper New England voter, especially Maine.

But he won them pretty overwhelmingly. Coupled with the Dukakis vote in 1988, I just think it would be more accurate to assume they'd be from the midwest.
