I agree with you on a lot of things, but this is one where I strongly disagree. Why? We don't need to go back in time. Yes, we need reform, but not this type (I'd favour disolving the electoral college, but not if it is to simply be replaced by this).

If starting from scratch, I'd probably prefer the U.S. go the semi-presidential route: a directly elected president with veto power who gets to appoint a prime minister/cabinet which is accountable to Congress and may be removed through a motion of no confidence

Not under the current system.

That said, we should switch to a parliamentary system with proportional representation. The head of govt can be called "prime minister" or "president", doesn't matter. Not sure we would even need a ceremonial head of state either.

I think its a step in the right direction as at least we'd no longer have "Do nothing" Congresses, but I prefer the Switzerland model over the British model.

What would that do to the Speaker position?

If you're familiar with the British/Canadian/Westminster system, I'm guessing the speaker would play the same role - that is, a largely functional position that helps facilitate the parliamentary process without taking a very active role in the politics. In this case, the speaker wouldn't be the most prominent house member from the majority party, but just a respected congressperson from a safe seat who is very knowledgeable about the procedural aspects, and has good relationships with both sides.
