Wrong about Illinois. Dole and the Bushes made campaign stops in IL in the 80s and 2000. Dubya campaigned in Illinois in November 2000 for God's Sake.

Bush made multiple campaign stops in California and Washington, too (and both states were also closer than IL in 2000). So if you're using that logic, then those two states were swing states in 2000 as well.

They were. IL and WA stopped being swing states in 2004, and even Cheney visited there as well
