Nobody wrote it and there was no one person pushing the decision. That's why its per curiam. The opinion is one sentence long; why would you assume it was anything but a quick collective agreement?

I imagine Roberts assigned it. Would Roberts even bother assigning a single sentence to an associate justice? Two justices dissented.
