Describe a lifelong Democrat born say in 1950 who has consistently voted a straight Democratic ticket at every level and also voted for every single Democratic nominee from McGovern through Biden except one, Clinton in 96.

Someone who knows people personally effected by Clintons welfare reforms and utterly loathes him for it. Willing to forgive Hillary against a loon like Trump, but strongly supported Obama over her in 2008.

Democrat who was very frustrated with Clinton’s neoliberalism.

Precisely this. Considered Clinton too much of a moderate and pacifist and punished him by voting for Dole (though I don't see why he wouldn't vote for Perot in this case instead).

Or, alternatively, someone from KS who wanted a president elected from their state. (Many counties in the state, particularly Dole's home county of Russell, which went from voting for Bush by about 6 points to being Dole's strongest or second strongest county with 79% of the vote, saw monster swings to the right in 1996.)

I don't really understand these responses. Why would this person vote for somebody to Clinton's right if they thought he was insufficiently progressive?

Apparently, protest votes are a real phenomenon. Doesn’t make any sense to me, but apparently they’re real.

I voted for a no-name against Menendez in the 2018 Senate primary as a protest vote, but I can't imagine doing it in a general.

Either a protest voter as described above, or perhaps a World War Two veteran who knows Bob Dole personally and thinks Clinton is a sellout and/or sleazy.

Someone who was disappointed in Bill Clinton for any number of reasons. Said person voted for Gore to make up for that, then voted Kerry in opposition to the Iraq War, and of course wanted a minority/woman president.

Didn't Bill Maher endorse Dole?

This is by far the best answer. A progressive Democrat who thought Clinton was too moderate wouldn't vote for Dole.
