Partly #3. Main response would be other - PA had VBM but not IPEV. Since the former benefitted democrats last cycle, and the latter benefitted democrats, surely allowing people to vote early in person would have chipped at Biden's Putin-esque margins statewide in early voting dumps (which did not happen in any other nearby states).
