 Trump did not lost PA because of Philadelphia he did better than in 16 and Mccain and Romney's campaigns as well. 

And the 2 ex congressmen is Charlie Dent and Ryan Costello.

The others seem like pretty minor factors while Covid was one of the dominant election issues so that by default, though I wouldn't say 2020 was just about Covid.

Partly #3. Main response would be other - PA had VBM but not IPEV. Since the former benefitted democrats last cycle, and the latter benefitted democrats, surely allowing people to vote early in person would have chipped at Biden's Putin-esque margins statewide in early voting dumps (which did not happen in any other nearby states).
