I want to answer "Probably never," but in this poll the next answer closest to that is "2040 or beyond," so that's the way I vote in the poll.

It probably does in the next really bad cycle for Rs though I expect that to revert somewhat in the very long term if the Hispanic trend continues as they are now a plurality of the Dallas County population (40%). Looking at the trend maps, a lot of precincts with a large Hispanic population trended significantly right in Dallas County. The problem for Rs is that these precincts were voting 90-10 D for Clinton and are still voting 85-15 or 75-25 D.... that's a long way to go and that trend was still nowhere near enough to counteract the opposite trend in the densely populated white areas of North Dallas, though those white voters are a continually declining share of the North Dallas population.
