is foster care a notable issue in Scottish politics similarly to inequality in the UK? This appears to be the only title with an explicit slogan.

There was an independent review of the Scottish care sector in 2016, that was pretty critical of the system, saying it was responsible for “separation, trauma, stigma and pain”.

Sturgeon responded to that at SNP party conference with “The Promise” (to basically improve outcome for those in care, or “care-experienced people” as she refers to them), which she reiterated in 2020.

The office for this has a budget of £1 million, but “no regulatory powers or service delivery function”.
