It seems Ukraine's position Anyone with Russian or Belarus passport cannot participate in the Olympics.

It seems IOC's position is anyone that who is not linked to the Russian or Belarus military can participate in an individual capacity and under a neutral flag

And the Cuban government chose to publicly announce it, rather than deny it as "imperialist propaganda". Note that they also called it a "war", which would be illegal in Russia. A sign, perhaps, that the Cuban authorities realize that - just like in the 1990s, Russia is no longer reliable as their sugar daddy.

There's a fair amount I don't agree with in this article, and despite being a "long" read, it's a precised form of several podcasts and previous pieces put out by Kofman, Rob Lee etc. It's more accessible than those, however, and it's a lot better than what you're going to get from WSJ or even a well-curated set of OSINT accounts.

Most likely their economic relationship with the EU is too important to jeopardize over something that would bring them little to no tangible benefit.
