Putin proposes a tournament duel between colletive West anti air defense versus the Oreshnik  hypersonic missile.

"If the experts in the West think so, well, let them come up with a proposal to us, and to the US. They can suggest a kind of technological experiment, a kind of high-tech fighting duel of the 21st century," Putin said, per a translation of the conference.

Putin said both parties could agree upon a target in Kyiv, where Ukraine could "concentrate all of their air defense and anti-missile defense."

Because this is naturally something that a fully-grown adult would do.

Fighting is still taking place on Russian soil and you've been trying to convince us for months Ukraine is just one day away from collapsing entirely.

This is for domestic consumption I think.

For a rarity, I agree with Meclazine. This appears to be random targeting of civilian residences. From the article "Sick Sad World" linked,

The press service of Rustam Minnikhanov, the leader of Tatarstan, said in a statement that eight drones attacked the city. According to the statement, six struck luxury residential buildings, one struck an industrial facility, and one was shot down over a river.

Indiscriminate targeting of civilians is a war crime. It's always unjust. Civilian deaths in pursuit of legitimate military goals are awful, but they're not automatically a war crime. Randomly attacking residences is worse than what Al Qaeda did on 9/11.  This doesn't appear to be any different in nature than Putin's or Netanyahu's own war crimes. The Ukrainian government appears to be cutting their own throats here.
