An act to require active police personnel to have body cameras


1. All on-duty police officers and SWAT shall be required to have body-worn cameras.

2. Allot $1 million in funds to local police departments to modify uniforms to have built-in body cameras.

Compliance
1. If any officer refuses to wear a body camera or tampers with it, that officer will be sentenced to a maximum of 1 year in prison and a $5,000 fine.

Education

1. The Region of Lincoln shall require all middle schools and high schools in the region to offer a class dedicated to learning a foreign language.

Compliance

Funding

2. Local jurisdictions are in charge of the construction and actual implementation of new pipelines.

3. All lead pipelines shall be banned in the Region of Lincoln and to be replaced in the span of 5 years

Compliance

1. If a jurisdictions city water does not meet national PpM/PbB particulate requirements, in addition to the Atlasian Department of Justice fine, that jurisdiction will also be subject to a regional minimum fine of $100,000 and a maximum fine of $1,500,000.

2. If a jurisdiction refuses to replace water and sewage pipelines, that jurisdiction will be subject to a minimum fine of $100,000 and a maximum fine of $1,000,000.

Taxes (Section A)

2. Local jurisdictions, counties, and states shall be placed in charge of constructing and repairing roads, and constructing and repairing bridges.

Other (Section C)
1. $35,000,000 to expand rapid transit dedicated bus lanes across Lincoln’s major cities roads and highways.

Funding (Section A)

1. $100,000,000 shall be allocated to local jurisdictions with a population over 150,000 residents to lessen carbon emissions from public transportation, such as buses, trains, or ways to lessen car usage. This includes subsidies for electric buses, and a reward system for getting cars off the road in cities with over 150,000 residents.

4. $500,000,000 shall be allocated to local governments to improve existing bus systems and strongly encourage the making of new bus routes.

5.  $100,000,000 shall be allocated to tribal governments and cities with a population of under 250,000 residents and over 50,000 to make new bus routes and link local economies.

6. $200,000,000 shall be allocated to school districts to modernize and electrify school bus fleets.

7. $200,000,000 shall be allocated to states to operate new intercity rail in co-operation with the National Railroad Passenger Corporation.

Implementation (Section B)

1. The Governor of Lincoln and General Court of Lincoln are placed in charge of overseeing funding.

2. Local governments and state governments oversee construction projects and new transit route-making and implementation.

Lincoln Clean Power and Emission Reducing Act

Fossil Fuel Phaseout (Section 1)
1. 100% of coal power plants shall shut down by 2040.

2. 100% of oil-fired power plants shall shut down by 2040.

3. All coal or oil-fired power plants shall become renewable energy (such as wind, solar, nuclear, geothermal, hydroelectric, tidal) power plants by the given dates above.

4. All natural gas power plants are to become renewable energy (such as wind, solar, nuclear, geothermal, hydroelectric, tidal) power plants by 2050.

5. Emissions in the power sector shall be cut 100% by 2050.

Responsibilities (Section 2)
1. The General Court of Lincoln and the Governor of Lincoln shall be placed in charge of overseeing fines and making sure coal and oil-fired power plants are closing down by the given dates.

2. States shall be jointly placed in charge of overseeing fines and making sure coal and oil-fired power plants are closing down by the given dates.

3. States, the Governor of Lincoln, and the Lincoln General Court shall be placed in charge of overseeing the reduction of emissions.

Emissions (Section 3)
1. Emissions shall be cut 35% in all sectors by 2042, relative to 2015 levels.
2. Emissions shall be cut 75% in all sectors by 2072, relative to 2045 levels.
3. Emissions shall be cut 100% in all sectors by 2100, relative to 2075 levels.

Fines (Section 4)
1. Power companies which do not comply with the given restrictions shall be fined 15% of the company’s total revenue.

2. Coal and oil-fired Power plants which have not been deactivated by 2050 shall be placed into the supervision of the Governor of Lincoln and General Court of Lincoln to oversee shutdown of the coal or oil-fired power plant.

3. If a state or state’s refuses to comply with emission reducing restrictions, state or state’s will be subject to their emission reducing efforts being taken out of the control of the state and placed into the authority of an independent committee, assigned by the General Court of Lincoln and the Governor of Lincoln.

Funding (Section 5)
1. $20,000,000,000 shall be allotted to states of the region of Lincoln to reduce emissions by the given targets.

2. $200,000,000 shall be invested in improving and securing the power grid of the region of Lincoln from severe weather and cyberattacks.

3. $150,000,000 shall be allotted to states and local jurisdictions to reduce power costs while lowering emissions.

1. If a state, county, or local jurisdiction misuses the allotted funding, they will be subject to an investigation from an independent committee made up of 5 people appointed by the Governor of Lincoln and General Court of Lincoln.
