Lincoln Clean Power and Emission Reducing Act

Fossil Fuel Phaseout (Section 1)
1. 100% of coal power plants shall shut down by 2040.

2. 100% of oil-fired power plants shall shut down by 2040.

3. All coal or oil-fired power plants shall become renewable energy (such as wind, solar, nuclear, geothermal, hydroelectric, tidal) power plants by the given dates above.

4. All natural gas power plants are to become renewable energy (such as wind, solar, nuclear, geothermal, hydroelectric, tidal) power plants by 2050.

5. Emissions in the power sector shall be cut 100% by 2050.

Responsibilities (Section 2)
1. The General Court of Lincoln and the Governor of Lincoln shall be placed in charge of overseeing fines and making sure coal and oil-fired power plants are closing down by the given dates.

2. States shall be jointly placed in charge of overseeing fines and making sure coal and oil-fired power plants are closing down by the given dates.

3. States, the Governor of Lincoln, and the Lincoln General Court shall be placed in charge of overseeing the reduction of emissions.

Emissions (Section 3)
1. Emissions shall be cut 35% in all sectors by 2042, relative to 2015 levels.
2. Emissions shall be cut 75% in all sectors by 2072, relative to 2045 levels.
3. Emissions shall be cut 100% in all sectors by 2100, relative to 2075 levels.

Fines (Section 4)
1. Power companies which do not comply with the given restrictions shall be fined 15% of the company’s total revenue.

2. Coal and oil-fired Power plants which have not been deactivated by 2050 shall be placed into the supervision of the Governor of Lincoln and General Court of Lincoln to oversee shutdown of the coal or oil-fired power plant.

3. If a state or state’s refuses to comply with emission reducing restrictions, state or state’s will be subject to their emission reducing efforts being taken out of the control of the state and placed into the authority of an independent committee, assigned by the General Court of Lincoln and the Governor of Lincoln.

Funding (Section 5)
1. $20,000,000,000 shall be allotted to states of the region of Lincoln to reduce emissions by the given targets.

2. $200,000,000 shall be invested in improving and securing the power grid of the region of Lincoln from severe weather and cyberattacks.

3. $150,000,000 shall be allotted to states and local jurisdictions to reduce power costs while lowering emissions.

This bill will save Lincoln from many of the effects of the climate crisis and produce clean energy jobs, as well as lowering energy costs and strengthening our electric grid.

This is quite frankly a ridiculous bill that will destroy jobs, impact the supply chain greatly, and impose unreasonable prices and burdens on our citizens and businesses. It may have good intentions but is in need of serious change to be remotely a good idea.

Coal may be eliminated on its own and I do not see much value in forcing it. It seems like the government just getting in and ruining something at high expense to supply chain and industry. I guess I don't have objection to setting some far off date where it becomes just government closing down a couple rogue plants and "checking the private sector's work", but this is really a "If it isn't broke, don't fix it" type situation.

Oil and natural gas elimination is not entirely impossible but the dates listed aren't happening.

2080? You do realize climate change will likely be out of control by then, I like the 2040 timeline, also supply chain issues and price increases are a natural part of the business cycle and sometimes are a necessary trade-off for good policy.

2080? You do realize climate change will likely be out of control by then, I like the 2040 timeline, also supply chain issues and price increases are a natural part of the business cycle and sometimes are a necessary trade-off for good policy.

Tell me exactly how we are going to eliminate gas powered cars entirely in the next 19 years? Electric cars just don't seem to have a reasonable cost and accessibility that would make it possible...

well my answer is very simple, keep raising the price of gas until it becomes unaffordable to afford gas cars, over time people will switch to electric as owning a gas car becomes more and more expensive, the market and the economy work in magical ways. If something is expensive enough, people will seek alternatives. Also the giant EV subsidies were put in with exactly this in mind, it gives people the route to switch to electric, as well.

Looking at that again - yeah that is quite generous, but it doesn't really deal with the pure availability issues for electric cars both on the physical vehicle side and the refueling station side. And the last two budgets phased out gas taxes so the government suddenly artificially raising gas prices is quite the big flip-flop and all we will do is destroy jobs en masse and force the electric car industry to take over before it is ready to replace the infrastructure and the jobs.

Could I support moving the dates up a bit from what is in my amendment? Perhaps. But not voting for anything close to 2040.

Honestly, the dates you set in the amendment do absolutely nothing to stop the climate crisis and are basically pointless. I motion to table this bill, and I’ll reintroduce it in a future bill.
(I’ll also put the less controversial stuff in a separate bill)
