To create the Lincoln Department of Agriculture and the Environment, and for other purposes.

Section 1. Short title

This Act shall be cited as the “Lincoln Animal and Environmental Protection Act".

Section 2. Definitions

As used in Act, unless otherwise provided or indicated by the context —
(1) the term “animal abuse” shall mean any activity which maliciously and intentionally —
(A) maimes, mutilates, tortures, or wounds a living animal;
(B) overdrives, overloads, drives when overloaded, overworks, tortures, torments;
(C) deprives of necessary sustenance, drink, or shelter;
(D) maliciously and intentionally kills an animal; or
(E) beats, mutilates, or cruelly kills an animal;
(2) the term “urban tree” shall mean a tree located in an urban area that —
(1) is older than 15 years; or
(2) has a diameter bigger than 20 centimeters measured at a height of 1.40 meters from the ground.

Section 3. Establishing the Lincoln Department of Agriculture and the Environment

There is hereby established the Lincoln Department of Agriculture and the Environment, which shall be responsible for regulating agriculture and the environment in Lincoln.

Section 4. Animal abuse

An individual that commits one or acts of animal cruelty may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 20 consecutive years.

Section 5. Urban trees

(a) In general. —

The full cutting of urban trees in an urban area in Lincoln is hereby prohibited, except for what local regulations may specify.

(b) Transplanting. —

If one or more urban trees are required to be removed for construction or other purposes, they shall be required to be transplanted.

(c) Pruning. —

The pruning of urban trees is hereby prohibited in an urban area in Lincoln, except when —
(1) minimum distances to electric power lines are not kept;
(2) tree branches obstruct the view of traffic lights or other traffic elements;
(3) tree branches create a risk for pedestrians or cars; or
(4) it is necessary to protect the tree's health.

(d) Requirements. —

The owner of a property where urban trees are located in urban areas shall be responsible for their maintenance and conservation.

(e) Inspections. —

Municipalities in Lincoln shall inventory and perform inspections of the health of urban trees every 2 years.

Section 6. Subsidies

(a) Fossil fuels. —

All subsidies to fossil fuel companies shall be immediately terminated.

(b) Solar power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to solar power companies.

(c) Wind power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to wind power companies.

(d) Hydroelectric power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to hydroelectric power companies.

Section 7. Electric cars

(a) In general. —

An owner of an electric vehicle shall be eligible for an Electric Drive Motor Vehicle Credit.

(b) Tax credit. —

The Electric Drive Motor Vehicle Credit shall be $8,000 per new electric vehicle.

(c) Income cap. —

The Electric Drive Motor Vehicle Credit tax credit shall not apply to any individual with a gross income of more than $100,000.

Section 8. Carbon taxation

There shall be a tax levied on carbon emissions of power plants, at a rate of $20 per each ton of carbon dioxide released, the tax shall rise by 4% each year.

Section 9. Fossil fuel phaseout in electricity generation

1. The phasing out of petroleum drilling shall occur gradually over a six year period
2. Any company drilling petroleum after this deadline will be charged a fine of no less than $15 million.
3. Any company who stops drilling at least four years before the deadline, shall receive a 2% tax credit on all taxes for the next year
4. The phasing out of coal shall occur over a five year period
5. Any coal mines still in operation after the five year period, will result in a fine to the mine’s owner of no less than $20 million.
6. Companies shall receive a tax credit of 5% on next years’ taxes if they close their mines within 7 months of the implementation of this bill
7. Manufacturing of the nitrous oxide engine shall be banned, effective immediately after the implementation of this bill.
8. Any company who still manufactures the engine after this time period, will be fined a fine of no less than $10 million.

Section 10. Hydraulic Fracking and Offshore Drilling

a. OFFSHORE DRILLING BAN
1. Lincoln shall hereby issue an immediate ban on any offshore drilling within 10 miles of the coast of Lincoln or of any land that belongs to Lincoln
2. Any company in violation of this policy will pay a fine of no less than $10 million

b. MORATORIUM ON FRACKING

1. A moratorium, which shall be effective immediately after the implementation of the bill, shall be established on all fracking in the entire region of Lincoln.
2. This moratorium shall last 3 years, after which it will be determined, whether or not it should be lifted. A two-thirds majority shall be required to lift the moratorium.
3. Any company in violation of this policy shall pay a fine of no less than $10 million
4. Companies in violation, that engage in offshore drilling, shall pay this fine and the one for offshore drilling violations.


Section 119. Caps on Emissions


1. The Lincoln Department of Agriculture and the Environment shall set caps on emissions for the following gases: carbon dioxide, methane, and nitrous oxide
2. Any company who violates the cap will be fined $12 million for each percent that they are over the limit
3. The cap should be decreased by 5% each year

Section 1210.  Effective date

This Act shall take effect immediately on the date of the enactment of this Act.

To Restrict the Development of Facial Recognition Technology (FRT)


Section I. Short Title

This Act shall be cited as the “FRT Restrictions Act”

Section II. Definitions

As used in the Act unless otherwise provided for or indicated —
(A) The term “facial recognition technology,” and “FRT” shall refer to any collection of hardware, software, and other computer programs which uses artificial intelligence to scan or otherwise analyze video footage, photographs, or any other image of a person or persons for any of the following purposes,
  • i. Matching captured faces against those within a database for the purposes of identification of any person or persons
  • ii.  Seeking to analyze or measure the emotions displayed by captured faces
  • iii. Measuring and modeling the specific facial movements of individuals for the purpose of identification or the analysis of emotion
  • iv. Any other means by which artificial intelligence may be trained to analyze captured faces for the purpose of  identification or emotional analysis

Section III. Usage by the Government of Lincoln

No department, agency, or subordinate authority of the Government of Lincoln, or any state or local governments within Lincoln, shall deploy or utilize facial recognition technology for any purpose

Section IV. Usage by Contractors

The Government of Lincoln shall not enter into any contract or otherwise provide any support for private institutions, for-profit or not for profit, which engages in the usage or development through research or any other means of facial recognition technology

Section V. Research Funding

The Government of Lincoln shall not provide funding to any research designed to promote or facilitate the development and deployment of facial recognition technology, and shall not provide funding or support to any institution which engages in such research

Section VI. Penalties

Any department, agency, or subordinate authority which is found to have violated or contrived to violate any provision of this Act shall be subject to one or more of the following penalties—
i. The head of the Department, Agency, or subordinate authority, if he or she shall have been found personally implicated in the infraction, may be fined a minimum of $250,000 per infraction, and an additional $100,000 for each day the department, agency, or subordinate authority was found to be in violation of the Act
ii. Any government employee found liable may be subject to a fine of at least $100,000 and the immediate termination of employment where such termination would not infringe on executive appointment power
iii. Any government employee found to have aided or participated may be fined a minimum of $50,000 per infraction, and may have his or her employment immediately terminated where such termination would not infringe on executive appointment power
iv. Any state of local authority found to be in violation of this Act may be subject to an injunction which would freeze all funding from the regional government which would otherwise be provided to the state or local authority

Section VII. Effective Date

This Act shall take effect three months after passage

Title 9, Section 4 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general.

A Gun License shall be required to purchase, sell, or possess a gun in Lincoln.

(b) License types.

There shall be the following categories of gun licenses
(1) Class A, for rifles and shotguns; and
(2) Class B, for Class A weapons and handguns.

(c) Renewal.

An individual shall be required to renew their Gun License every 3 years.

(d) Suspension.

An individual's Gun License may be temporarily or permanently suspended by the court as a result of a criminal conviction relating to the violation of this Act, a violation of another gun law, the use of a gun in a crime, a crime involving bodily harm, or domestic violence.

(e) Requirements.

An individual shall apply at a at a drivers license facility to get or renew a Gun License, where they shall
(1) undergo a universal comprehensive background check;
(2) not have been adjudicated as a mental defective or committed to a mental institution by a court pass a mental health test issued by a psychologist, if they have a history of mental health issues.
(3) show proof of passing a gun training and safety course at a drivers license facility or on a drivers license facility website; and
(4) pass a gun safety exam at such drivers license facility.
(5) prove a demonstrated need for owning a firearm when they submit their license application

(f) Driver's licenses facility.

The Bureau of Firearm Safety and Licensing shall provide to drivers license facilities the necessary courses for gun training and safety, accessible both
(1) at the drivers license facility; and
(2) online.

(g) Waiting period.

An individual shall not receive a gun license for the first time no sooner than one week (168 hours) after applying for one.

(h) Failure to comply.

An individual that shall violate Subsection (a) may face the following penalties at the discretion of the court
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.


Title 9, Section 6 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general.

No individual shall purchase, sell, or possess
(1) bump stocks;
(2) suppressors;
(3) magazines that hold more than 10 rounds of ammunition; and
(4) assault weapons, defined as semi-automatic rifles and semi-automatic shotguns.
(5) folding or collapsible stocks
(6) bayonet lugs
(7) threaded barrels
(Cool grenade launchers
(9) barrel shrouds


(b) Penalties.

An individual that purchases or sells, or possesses one or more of the devices in Subsection (a) may face the following penalties at the discretion of the court
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.


(c) The Police shall also be subject to these restrictions. Police conducting traffic stops shall no longer be permitted to carry any firearm. Special forces operations, including SWAT teams and counterterrorism units shall also be subject to these restrictions with the exception of (a)(4).




Title 9, Section 8 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

Any individual who is convicted of a crime involving the use of a gun any gun related offense, including any gun related crimes or possession of an illegal firearm may have any guns or gun accessories in the individual's possession permanently confiscated by Lincoln at the discretion of the court.

- McMuffins
- McGriddles
- Biscuit Sandwiches
- Beverages (except that those beverages listed at  https://www.mcdonalds.com/us/en-us/full-menu/desserts-and-shakes.html and/or https://www.mcdonalds.com/us/en-us/full-menu/mccafe.html shall not be permitted)
- Salads

Such facilities may NOT add to these items hamburger patties, hamburger buns or other ingredients that prior to the passage of this law were only found in Burgers, French Fries, and/or Chicken Sandwiches.


- Decrees that any McDonalds, or any affiliate or franchise thereof, or any related offsite facility or similar venue, that acts in contravention to this law, will see all of its owners and managers imprisoned for anywhere from six months to three years. Each case will be judged individually.

1. Concurrent with each gubernatorial election, there shall be an additional question on the ballot on whether Lincoln should secede from Atlasia.

2. The question shall be "Shall Lincoln become an independent nation?". It shall require a 75% threshold to pass in accordance with the federal constitution, and Lincoln shall leave Atlasia should it pass.

3. Such question shall be repeated at each gubernatorial election until it passes.

Members and concerned citizens, votes will start tonight around 7:30 PM ET. If either of the pieces of legislation (or LGC 4.4) is vetoed tonight or tomorrow morning, my intention is to hold the veto override vote immediately.

I would like to acknowledge that these votes are the last in the LGC for deputy Crane who is expected to take his seat in the Senate tomorrow afternoon. I would like to thank him for his strong record of active participation in the Court, and for the work we were able to accomplish together on a collection of issues during his tenure.

Once Crane leaves, my intention is to begin a quasi-recess - bills may still be introduced and debated, but no votes will be held - until a replacement can be seated. This is because I do not think a 2 member Court can effectively representative of and functional for the people of this region. I look forward to resuming a full voting schedule once a replacement is seated.

They call me late at night; they say, "Mr. Attorney General —we can't eat, we can't sleep, we are so worried about Wulfric might do." I tell them, "do not worry. If Wulfric will commit crimes, we will simply haul him off to prison. You do not need to honor his insane and illegal decrees."

The people of Lincoln want LAW AND ORDER. They do not want endless secession referendums under Witless Wulfric. If Wulfric does any crimes, we will send him to prison. The constitution will be upheld.

I'm not, I just see little point of irritating Wulfric, if I was to irritate specific posters, I'd rather irritate people like Fuzzy Bear who have ruined the USGD board with their nonsensical drivel.

High Speed Highways Act and Climate Change Control Act

An act to facilitate travel between population centers, while combatting climate change


1. For the purposes of this act, a High Speed Highway (HSH) shall be defined as any highway that has one or more lanes permitted to drive at speeds up to 80 miles per hour

2. Express lanes shall be built on the following highways to convert them to High Speed Highways

a. Interstate 95 from Foxborough, MA to Andalusia, PA

b. Interstate 80 from Elmwood Park, NJ to Gary, IN

c. Interstate 71 from Montgomery, OH to Strongsville, OH

d. Interstate 76 from King of Prussia, PA to Harmar Township, PA

e. Any other interstate, or section thereof, in a County with an average population density of less than 200 people.

3. All of the above highways shall have at least one express lane at HSH standards

4. Local authorities may at any point choose to lower the speed limit, if it is required for safety reasons

5. This project shall cost $28,468,000,000

6. Funding shall be via existing unobligated government funds.

7.If at all possible, existing lanes shall be converted to HSH standards. However, if absolutely necessary, new lanes may be built such that existing buildings will not be demolished. Construction/Conversion shall be according to the following formula:

A. In Counties with an average population density of 400 people or more, three HSH lanes shall exist. At least two non-HSH lanes shall also exist.

B. In Counties with an average population density of 201-399 people, two HSH lanes shall exist. At least two non-HSH lane shall also exist.

C. In Counties with an average population density of 200 people or less, one HSH lane shall exist. At least two non-HSH lane shall also exist.

8. USER FEES

Tolling

A. Tolls shall be collected on HSH lanes built on the roads referenced in sections a. through d.

B. The method of tolling shall be by open road tolling. Electronic toll collection sensors, also known as gantries shall be installed at locations mentioned in section E on the aforementioned highways.

C. The method of payment for the tolls shall be via the E-ZPass transponder or toll by plate. Rates shall be the same regardless of payment method

D. Tolled HSH Lanes will be labeled and marketed as "E-ZPass High Speed Express (EHSE)"

E. Electric vehicles shall be exempt from all tolls on HSH lanes

F. Toll gantries shall be installed slightly before the following locations, and in both directions, unless otherwise specified, these shall also be the only locations where one may leave the EHSE lanes either to exit the highway entirely or crossover to the local lanes:

i. On Interstate 95

Vehicle Mile Tax

a. The region of Lincoln shall levy a Vehicle Mile Tax of $0.05 per mile driven

b. Electric vehicles or gas vehicles with a carpool of 3 or more people shall be exempt from the Vehicle Mile Tax

c. The Vehicle Mile Tax shall raise: [Calculation Needed]

9. It shall be illegal to talk or text on the phone while operating a vehicle on roads with speed limits above 55 mph

a. The punishment for the first violation of Section 9 shall be a $250 fine

b. The punishment for the second violation of Section 9 shall be a $1,500 fine and 30 days of community service

c. The punishment for the third violation of Section 9 shall be a $5,000 fine, a 3 month suspension of a license, and 120 days of community service.

d. Punishments for further violations shall be decided by the local judge.


10. EXPANSION OF ELECTRIC VEHICLE SUBSIDIES

Title 15 of L.C. 6.21 shall be amended as follows:

(a) In general. —

An owner of an electric vehicle shall be eligible for an Electric Drive Motor Vehicle Credit.

(b) Tax credit. —

The Electric Drive Motor Vehicle Credit shall be $8,000 per new electric vehicle. However, any individual with an income less than $40,000 or a household with an income less than $60,000, shall receive a tax credit equivalent to the value of their electric vehicle, provided that the value of the electric vehicle does not exceed $60,000, in which case, the government of Lincoln will only subsidize $60,000 of the cost.

(c) Income cap. —

The Electric Drive Motor Vehicle Credit tax credit shall not apply to any individual with a gross income of more than $100,000.

11. Cap and Trade

a. Starting in the year 2022, the region of Lincoln shall commit to lowering carbon emissions by 2% each year, through the year 2028
b. Starting in the year 2028, emissions shall be reduced by 3% each year
c. These provisions shall only apply to utilities and large industrial plants, until the year 2028, after which they shall also apply to fuel distributors
d. Business shall no longer be allowed to release greenhouse gas emissions without credits that correspond to the amount of emissions that they will release, violation of this provision shall result in a fine equal to 2% of the total value of the business.
f. Businesses shall receive free credits up to 90% of the allowed emissions limit, but they must buy additional credits at auctions held by the Department of Environmental Protection to have credits to account for the additional 10% of emissions
g. One auction shall be held during each quarter of the year, for a total of four auctions per years
h. Cap and trade shall raise: [Calculation needed]


12. This act will begin to be implemented two years after passage by the Council.

Want to say that for obvious reasons I will hold off on introducing further legislation for the time being. The stuff already on the floor will proceed but in these times I think it is best for others to bring their ideas forth.
