He’s a career civil servant so it would be highly unusual for him to switch to elected politics, especially in advanced age. Additionally, it would very unusual for an incumbent president to face a serious primary challenge. If, for some reason, Joe Biden didn’t run for election, it would also be unusual for his Vice President, Kamala Harris, to not be the party nominee.
