Arkansas is drifting D. College-educated people (heavily involved in Washington County, home of the University of Arkansas) is offsetting population losses from a couple of counties on the Mississippi River. 

Obviously, Arkansas' demographics (poor, rural, and low in education) practically ensure an R electorate. Democrats are not going to win Arkansas again until they are able to win the typical Clinton or Carter electorate. Little Rock is not going to be an attractive place for people moving in from elsewhere because it is a miserable place to live.

It's certainly possible, but I don't believe it'll be inevitable. I'm not one to believe and argue that political trends always continue on their most recent trajectory.

I guarantee this will not happen. The trends support this map in the long term, but so many counties won't simulatenously flip in 2024. If Washington flips then the Delta stays (non-forum) blue, and if parts of the Delta flip, Washington remains Republican.
