Nah, if their constituents are cool with their Senator/Governor shirking their duties to go run for President after less than a year in office, then then that’s between them and their voter, and the voters will get exactly the level of effective representation they deserve.
It's possible voters don't realize that this is what their representative/senator will do. For instance, I doubt IL voters, in electing Obama in 2004, assumed he'd just run for president four years later. You can't consider them stupid for not forseeing Obama's presidential bid. I agree with this amendment to an extent - there should be some kind of vote in the state/district in question, and if a majority oppose their congressperson engaging in such shenanigans, then said congressperson must either resign from office or not run, while if a majority don't mind, then the congressperson can run and remain in office.
