Was Antonio Lopez de Santa Anna really that bad, or was he just one post-independence caudillo among many who had the misfortune to be leading the country that was closest to the US and that thus got its ass kicked the hardest on his watch?

Everything I've heard about him suggests he was utter scum. An opportunistic caudillo who always put his own personal interest ahead of Mexico's interests. His biggest legacy aside from, well, the obvious one, was the Seven Laws that constitutionally codified a centralist authoritarian regime in Mexico in a way it wasn't before.
