Since I am from Wisconsin Beloit is seemingly called the worst city in the state but don't watch Nick Johnson he talks about america but uses right wing talking points in several of his videos there is Milwaukee high crime rate, several rural towns that look crappy minus the Kwik Trips, etc.

Probably San Francisco. Although there are probably communities around the Salton Sea which could compete, but between those two the deciding factor would be if you find a bad urban ecosystem or a bad natural ecosystem worse.

Gary is the obvious violent ghetto one. It does seem to have reached bottom and maybe have some hope of improvement now though starting in the Miller Beach area. Terre Haute is pretty crappy, so are Anderson and Muncie. Anderson is pretty close to affluent Hamilton County though so it could potentially see some spillover from that eventually. Muncie has Ball State which is nice and recently has attracted some new manufacturing investment so maybe it has some hope. Marion is pretty run down if that counts as a city.

Is Rifle really touristy? I have driven through there several times and I don't remember much of that.

 I think you are confusing Rifle with Glenwood Springs (same County, VERY different places)

For PA Ulysees while not full of crime, or blight it is home to a Neo Nazi group just look at the video or washington post article which they did a good job!

Crime-wise, it seems like Bellmead (Waco suburb) and Humble (Houston suburb) are almost always considered the most dangerous. Although Houston, Odessa, Beaumont, and Lubbock seem to always be runner-ups.

Vidor (Beaumont suburb) is notorious for its racist past. Not sure what the racism status is there now, plus my only encounters with the town are driving through it and eating dinner once at the local Dairy Queen.

Most border towns are notorious for poverty, although some like Weslaco and Donna (both between McAllen and Harlingen) are major crime havens.

I've also heard Galveston is depressing for a beach town, and also has high crime and poverty and a large home vacancy rate as well. Part of that could be attributed to major hurricanes like Ike and Harvey though.

Or if you really wanna talk about depressing, look no further than Port Arthur. Outside of Janis Joplin, not much good has come out of this place. Their downtown is a sad, almost 100% abandoned site to see, not to mention the high crime and poverty, and one study even had Port Arthur second only to Gary, Indiana for the most miserable cities in America. Lubbock is considered the most boring city in America by many studies.

San Bernardino & Stockton are up there. Both have some of the highest violent crime & murder rates in California, corrupt local governments, (At least in San Berdoo's case) endless sprawl of warehouses and are among the biggest US cities to file for bankruptcy in the last 10 years.

Not sure about Stockton, but a drive through Downtown San Bernardino would have you convinced that it hasn't been revitalized since Reagan's first term.

For PA most definitely it is Chester/Wilkinsburg both are run down post industrial majority African American suburbs near Philly/Pittsburgh notorious for their high crime rates and for the former high homicide rate.
