These 2 counties have the biggest Hispanic populations by percentage in the west coast outside california but why is it red?

CVAP Hispanic Population in Yakima was 32.5% as per a recent voting rights lawsuit, and it is certainly lower in Grant.  Overall white vote in Yakima is likely in the 60-65% range or so in Yakima, and 70-75% in Grant.  White vote in each is also less educated than the overall white vote.

Like the Central Valley, the Hispanic populations here are mostly undocumented migrant farm workers and their families.  Very few would be eligible to vote.

Like the Central Valley, the Hispanic populations here are mostly undocumented migrant farm workers and their families.  Very few would be eligible to vote. 

And among those who are eligible to vote, turnout is usually quite low.
