This would be such a big give away to hedge funds and all these investment banks as the only way this tax can be paid is by dumping stocks they currently hold which of course will be bought by Wall Street. Truly a terrible plan in every way and a defacto wealth tax

One thing a lot of billionaires probably do is have huge amounts of unrealized capital gains on their stocks, and then just borrow against that investment for other things. Brokerage margin rates are something like 0.65% and are subsidized by the Federal Reserve.

The question how that would work in pratice without a lot of bureaucracy. I'm skeptical of that. A true tax reform should contain an increase of the top tax rate and a financial transactions tax. However, the federal government should also seriously look at spending cuts in certain areas, especially defense.
