He said the same thing before the 2016 election when it looked like he was heading for defeat. Unfortunately, I think fewer people would have believed him then since the Republican Party was less united behind him and he wouldn't have been able to do as much damage without the presidency.

I've read that Trump actually fully expected to lose in 2016, and was planning on delivering a brief concession speech on election night.
