Canada has a land area bigger than the US's, but its population is only 38M, similar to the population of California. The US has 320M.
Canada has a very high per capita GDP. It the country keeps the productivity per inhabitant and increase its population, it can be in the world top 10 GDP. Canada can be a superpower. Besides, if the population increases, the country can have more potential soldiers and increase its geopolitical power.
Canada can increase its population through 2 ways: more incentive to immigration and more incentive to couples have more children.

incentivizing shouldn't be done (I don't like the idea of the govt trying to use it's sway to make serious social alterations and think that should only be attempted after lots of study and only for super serious issues....under population is certainly not that).  If Canada wants more people they should just make it easier for non-Canadians to become Canadians.

No I'm not against it but do it slowly(atleast in terms of immigration) overtime so we can absorb the people coming in
