Personally, I'd go with option 2, but only recommend schools to do it if COVID is really bad in that community

If you asked me to pick a thing to be in charge of, public school masking policy would be at just about the bottom of my list.

Option #2. Each individual school district should have the freedom to decide whether or not to impose a mask mandate. This is the course of action which Governor Polis has taken in Colorado.
