Presumably a narrow majority is still a big problem for the MPLA, because that means they only need a few MPs who are close to the Dos Santos than to Lourenco to cause problems.

Presumably a narrow majority is still a big problem for the MPLA, because that means they only need a few MPs who are close to the Dos Santos than to Lourenco to cause problems.

Not sure, because MPLA MPs were hand picked by Lourenço, so they are from his line of the party. That doesn't mean, of course, that others within the party will not criticize Lourenço during his term and create tensions within the party.

The MPLA opposition, in Parliament, now has 43% of seats and 47% of the votes. PHA is anti-UNITA and some accused them of being a satelite party of MPLA. MPLA controls everything in the State, from committees to Courts, everything, and UNITA with 90 seats would be entitled to some power in Parliament. It will be interesting to see what MPLA will due, but I'm not optimistic, like I wrote in a previous post.

Also, we need to wait and see the final results. The mood is tense as both MPLA and UNITA are quite silent and analysing the situation.

This was a bit expected. The mood is tense and we'll have to see how this pans out. UNITA proposes an international committee to analyse the results, but the party also showed some votes of their parallel counting in which they accuse the CNE of "brutal discrepancies":

- In Luanda, CNE says UNITA has 1,230,213, while UNITA's counting has them at 1,417,447;

- In Moxico, CNE says that UNITA has 45,058 votes with 95% of the precincts counted, but UNITA says that their count has them at 61,378 with just 79% reporting;

- And in Cuanza Sul, UNITA says that MPLA only has 154,628 votes, while CNE has MPLA at 233,160 votes;

Today, starts the funeral of José Eduardo dos Santos, in the middle of a tense post-election mood. Few people are following the funeral procession, looking at TV images. Several foreign leaders, like the President of Portugal Marcelo Rebelo de Sousa, are present in the funeral.

At the same time, several protests against the election results are schedule for today. We'll see how they unwind.

None or few protests happened yesterday nor are more expected for today. Luanda is seeing a massive police presence across the city, and, according to TV coverage, people step back and avoided protesting. However, a few protesters were arrested.

Regarding the results, CNE says that some changes could happen as they are analysing the contested votes, but added that no party has entered, so far, with a formal complaint. UNITA is saying this isn't true and that they have already sent a formal complaint to CNE.

CNE approved the final results, but UNITA continues to reject them:

The Electoral Commission approved, this morning, the final results of last week's general election. The CNE analysed just 11,153 contested ballots and only 7,925 were accepted, with MPLA winning the majority of them. CNE will now send a certificate to the President of the Republic and the Constitutional Court, and the parties will have 72 hours to contest the results. The final tally will be announced later this afternoon.

UNITA is rejecting the results and is considering challenging the results and adds that people are free to protest and that any violence is full responsibility of the government.

Tension is still high and during this morning, police arrested several citizens which where waiting for a press conference of an association which is protesting against the results. The police forbid people from people attending that area.

João Lourenço just delivered his victory speech.

He thanked supporters for the victory and that the elections were "fair, free and transparent", adding that MPLA has all the legitimacy to govern and doesn't need any deals with other parties. Lourenço also attacked UNITA, saying "what can be said of an opposition that loses 5 straight elections", adding that this "five-time win" deserves 5 bottles of champagne. He also rejected that MPLA's results were the worst ever.

Not a very conciliatory tone...

UNITA files a lawsuit to annul the election in the Constitutional Court:

UNITA has filed a lawsuit in the Angolan Constitutional Court asking for the annulment of the election, pointing to several "illegalities" along the process. UNITA says that the Electoral Commission (CNE) took several irregular decisions after the elections, plus the party also says that their representatives were barred from filing complaints to the CNE.

We all know how this is going to end...

Update: The Court has accepted UNITA's complaint and the official results are now suspended.

The Constitutional Court has accepted UNITA's complaint and will now analyse UNITA's case in the next few weeks. The results are now suspended until a Court ruling is given.

UNITA finishes their own counting and says they've won with 49.5% against the 48.2% of MPLA:

UNITA leader Adalberto Costa Júnior presented this afternoon the results of his party's parallel count of the 24 August election. According to him, UNITA won the elections with 49.5% (3,104,222 votes), while MPLA got 48.2% and 3,023,583 votes. He adds that in the counting UNITA got 347,436 removed from them and MPLA got 185,825 votes added to their count. He pressed on the accusation of "malicious manipulation" of the election results by CNE.

At the same time, CNE is asking the Court to reject the lawsuits from UNITA and other parties saying they don't have "legal grounds" or "proofs". The CNE also says that the voting certificates given by UNITA are duplicates and with no precinct identification.

Considering the Court is full of ruling party appointees, what are the chances the election is turned the other way?

Well, zero I'm afraid. No one is expecting the election to overturned, in fact, all of the actions from CNE, the Courts and the government are what you would expect. The issue is that many thought, "well, MPLA lost a lot of ground and power, they would only gain if they were transparent and humble", but, unfortunately, that's not happening.

It seems that the Constitutional Court will not decide in a few weeks, but rather in a few hours: Luanda under heavy military presence as the country awaits the Court's ruling.

Quote
The main streets and avenues of the capital Luanda are practically surrounded by soldiers from the Armed Forces and riot police. Angola's political stability is in the hands of 11 Constitutional Court judges

The Constitutional Court (TC) of Angola is preparing to decide, this Thursday (8 September), the electoral dispute of the 24th of August, which puts UNITA, the main opposition party, which contests the electoral results, and the National Electoral Commission (CNE).

As expected: Court rejects UNITA's appeal and João Lourenço is to be sworn in on 15 September.

Quote
(...)The TC invoked the law to justify the non-publication of the minutes because "the possibility of posting them in a place other than the polling stations, as well as after the publication of the general and definitive results is not allowed".

In the judgment, an external audit of the process is also refused because the TC considers that the CNE has its own mechanism and is an "independent public administration body" of the Government and is "bound to the principle of administrative legality"

In the application, UNITA asked for the correction of the mandates assigned in the provinces of Cuando Cubango, Luanda, Namibe and Zaire - which would have an impact on the national circle count -, but the TC refused as it considered that the supporting documents had a "very low quality" ", rejecting 3,405 copies of minutes.

"It was found that a high number of photocopies and prints of the minutes delivered were not in compliance", justified the TC, which rejected other "676 photocopies and prints" that "were not considered because they do not comply with the scrutiny rules" defined in organic law.

"In view of the foregoing, the TC concludes that the evidence presented and considered to be in compliance does not allow the global results of the national tally of votes presented by the CNE to be called into question", the judgment states..
(...)

Now, let's see UNITA's reaction.
