This amendment to our constitution will force activity from the members of the GC by expelling those who repeatedly miss important votes. A version of this was in the Philadelphia Plan, and while it was removed during repeal to make repeal as clean as possible, it has become clear that this type of requirement is still needed given the slew of inactive deputies that have existed so far.

In accordance with attempted negotiations during a previous session, I have retained an exemption for those on LOAs of reasonable length.

This previously failed due to opposition from an individual no longer on the GC. With the current composition of the GC, I believe the 2/3 vote to pass this now exists.

Abstain - 0

The bill passes unanimously and is sent to Governor KaiserDave to be signed into law.

This is a constitutional amendment - goes to a referendum next
