Partie 1 (Titre)
i. Le titre de cette loi sera "Avenir français pour Lincoln".

Partie 2 (Motivations)
i. La région de Lincoln reconnaît la vérité universelle selon laquelle le français est une langue plus attrayante que l'anglais et mieux adaptée à la diffusion des objectifs internationaux de la région de Lincoln.
ii. La région de Lincoln reconnaît également ses liens historiques et contemporains avec les régions canadiennes du Québec et du Nouveau-Brunswick, en particulier avec les comtés frontaliers du New Hampshire et du Maine.

AN ACT
to designate French the official language of Lincoln.

Section 1 (Title)
i. The title of this act shall be "French Future for Lincoln."

Section 2 (Motivations)
i. The Lincoln region recognizes the universal truth that French is a more attractive language than English and better suited to broadcast the international aims of the region of Lincoln.
ii. Lincoln also recognizes our historic and contemporary ties to the Canadian regions of Quebec and New Brunswick, especially the border counties of New Hampshire and Maine.

Section 3 (Mandate)
i. French language courses will be mandatory for all public school students from the grades of second through twelfth. Any student seeking admission to a public university must demonstrate either satisfactory proficiency, or successfully complete a remedial course.
ii. All regional signage will be replaced by bilingual signage with French listed first, and English second.
iii. All Lincoln election ballots and official business must be made available in both French and English.

Section 4 (Timeline)
i. All provisions of this bill will be made effective by January 1, 2022.

Thanks for the support. I guess I'm supposed to make people write bills and vote on them. Resigning effective immediately from both the Court and the Speakership.

The rules literally do not allow the Speaker to preside over their own termination, so Kaiser is simply doing his job above.

The concern is not really about making people write bills, more about a desire to more quickly dispose of the more memish legislation rather than taking it semi-seriously (the speaker does have the power to make motions to table on bill threads you know).

Update:

Due to recent events: the dissolution of the Lincoln General Court and Revolutionary military occupation of the city of New York, the current members of the Court have been forced to depart the city and take up residence in Miami, Florida. All future legislation by the Lincoln General Court will be conducted by this illegitimate government in exile.

To the end of the Lincoln Constitution, add the following new Article:

Article VI - General Court Automatic Recalls Due to Inactivity

1. Notwithstanding any other part of this constitution, if a Deputy of the General Court misses 4 consecutive final votes, they shall immediately forfeit their office.
---a. This shall be interpreted to include veto override votes, confirmation votes, and votes for Speaker, along with final votes on legislation and constitutional amendments.
---b. However, this shall not be interpreted to include bill amendments, tabling motions, points of order, motions for a final vote, or other procedural matters not covered by a.
--c. However, this shall not be interpreted to include any votes taken while the deputy was on a publicly announced leave of absence, provided such leave was announced in the Atlas Fantasy Elections, Atlas Fantasy Government, and/or Regional Governments (Sub-)board(s), and such leave has not yet exceeded 504 hours.

2. Notwithstanding any other part of this constitution, if a Deputy of the General Court misses 8 final votes in any session, regardless of whether such votes are consecutive, they shall immediately forfeit their office. The definition of final vote shall be the same as established in 1.

3. Any vacancy created by 1. or 2. shall be filled via a gubernatorial appointment, which shall be from the same political party as the incumbent who forfeited their office. If the incumbent was an independent, or their party has ceased to exist, or their party is not a major party for census purposes, the governor shall not be restricted by party in making an appointment. No special election shall be required.

4. If the governor cannot make an appointment within 168 hours, the seat shall go to a special election, which shall begin on the first Friday after the expiration of the 168 hours, or if such time expires on a Wednesday or Thursday, on the second Friday after the expiration of the 168 hours. If such special election would be concurrent with or later than the next general election, it shall be cancelled and the seat will be vacant for the rest of the term.

1. If a secession referendum announced by the Governor successfully passes according to the terms of the Federal Constitution, a SNAP election straw poll held alongside it shall become valid, including such an election/referendum held concurrently with this amendment's passage.

In order to be valid, the SNAP election will cover General Court and Governor and be for a new term running through the scheduled GC/Governor elections in December 2021 (eliminating the need for October elections for GC). The SNAP election is null and void, with the government proceeding as if it never occurred, if secession fails or the SNAP election is not held according to the terms just detailed.

2. If the secession referendum fails to pass, all future such referendums, and any associated SNAP elections, shall be held only with the approval of the General Court.

3. If the secession referendum succeeds, any future attempt to rejoin Atlasia, and any associated SNAP elections, shall be held only with the approval of the General Court.

Write-in Amendment

Amendment to the Lincoln Constitution:

1. A candidate officially accepting write-in votes for a position on Lincoln General Court will increase the amount of seats elected in the same way a declared candidate would, up to a total of two additional seats.

2. Two shall be the number of write-in candidates that may be elected. In the event more than two write-in candidates run, the seats will be awarded to the top two vote-getters of these. Any write-in votes after these two will be exhausted or redistributed to officially declared candidates.

Be it enacted.
