Official Language of the South Act

Section I. Title
i. This bill may be known as the “Official Language of the South Act”

Section II. Substance
i. English shall be the official language of the Southern Region
ii. Nothing in this act shall be construed to infringe upon the right of states and domestic dependent nations to adopt additional official languages beyond English.
iii. A total of $500,000,000 annually shall be block granted to the states in the Southern Region to fund English as a second or foreign language (hereafter "ESL") education programs
iv. The funds provided in this act shall be apportioned according to a state's share of ESL speakers as a total of the total number of ESL speakers in the South

Reintroducing this from the previous session with modifications. I think that the South should have an official language, and funds should be provided to help assist non-English speakers learn this official language.

I don't think this bill is necessary, and in any case, the fund provisions outlined in this bill are plainly superflous. In the vast majority of contexts, it's basically impossible to, in time, not accrue and be able to use sufficient enough English if living in Atlasia. Also, the resources already exist to allow people who want to upgrade their English speaking ability to do so. This is unneeded government expenditure.
If we are going down the path where an "official language" is a thing, then Spanish deserves to be one as well, given the very long history of Spanish in this region and its presence as our largest non-English language.

The official language business is pointless as English speakers already have government services provided in their tongues. The only reason why I'd make English an official language would be to give a middle finger to Southerners who cannot fluently speak English well enough.

The ESL bit is alright, learning another language is a great skill, especially one as widespread as English. The methods I would take would be to either ditch the official language bit and go with having no official language (whether de jure or de facto), or follow through with TimTurner's proposal of at least adopting Spanish as a co-official tongue.

They already do. In fact yours truly didn't even learn English first, but grew up speaking English and now it's still the only language I can have a monolingual conversation in. And I'm someone who has a lot of interest in foreign languages. しょうがない。It can't be helped. The dominance of English is overwhelming.
