Carl Hickey from My Name is Earl. It's confirmed He was a McGovern-Ford-Carter voter, and it seems he voted for the loser every election. Though he might not be alive.

The voter I described did pick the winner in 1984 and 2012.

This person is likely bitterly angry at the political system and voted for Wallace because he was an outsider who would disrupt the political establishment, while switching parties because he or she hated the political system, so they switched as a means of protest. In '96 they voted for Perot as a protest vote against NAFTA and then in 2000, hating both Bush Sr. and Clinton, they see no reason to vote for their successor, so they don't vote. Their voting switching continues in 2004 with the exception of 2016, because this voter wanted to vote for the first female president, but would've voted for Trump if any other Democrat won the nomination.
