It might be a college county like Albemarle (VA), Alachua (FL), Athens (GA) or Orange (NC). Arlington and Alexandria are effectively extensions of DC, so it could be one of those. Or an urban county like Broward, Davidson or Travis with a large population of white liberals.

Alexandria is technically a city.  But Arlington is probably the correct answer.  Of course, very few white people in Arlington are actually southerners by birth.

Excluding the DC area, you’ve got New Orleans, Travis County, TX, and Dekalb County, GA. New Orleans probably has the most that are actually born and raised Southerners.

Edit: forgot Richmond, VA which also has a heavily Democratic white population.

What would be a more interesting question is this, except that the county needs to have less than 40 people per square mile - basically excluding all remotely non-rural counties.
