I personally went with:

For Subtopic 1:
It's time for school vouchers. Some public schools, sadly, are beyond reform.   


For Subtopic 2:
Affirmative action is bad.   

Neutral/undecided on Subtopics 3 and 4.

For Subtopic 5:
College fees and stuff need reform!

For Subtopic 6:
No need to cancel the student debt.
   

For Subtopic 7:
The government should start focusing on more community colleges; community college should be free*.

#3 (case by case basis, but both are true)

#5 (bad in principle, but in the context of the US educational system it's a necessary evil and I don't think it makes much of a difference in practice)

#7 (good in theory, not sure if there are any effective alternatives as far as college admissions are concerned)

#10 (NCLB bad)

#12 (tertiary education is more expensive for the average US citizen than it should be)

#16 (depends on how you interpret the question? maybe you could make an argument that there aren't enough community college campuses in remote/underserved areas?)

I agree with you on all of them completely, though I'm closer to neutral on standardised testing (it has its faults, but is effective in some ways) and the No Child Left Behind Act (it was very faulty, and some of the particular details should have been fine tuned, but it wasn't that bad in theory - just bad in practice and in particulars).
