I am open to moving towards more money for mass transit, though I am not sure if I would go as far as 50% as there are a number of other pressing needs as well.

Need to figure out what the ultimate desired objective here is. If the objective is to modernize, then it becomes a question of how including considering how to handle both existing and new infrastructure to handle this objective.

It would also necessarily mean shifting and directing existing funding and also then using this a guideline for doing likewise (or instructing some agency to do likewise) with future appropriations including past and future stimulus spending on infrastructure as well.

Not sure if this helps, but at least it gets the gears rolling in terms of thinking of where to start.
