I don't see how it can be gamed if the President has to pick from a list from the party. I don't think a party chair, someone who is not an elected official, should have so much power.

The party chair has more of a mandate to represent their Party's voters than an opposite party President. Generally the system is fine as it is and we don't want general election majorities being overturned before the next election.
