Unless Notre Dame joins, it's unlikely the ACC is going to be getting 2 teams into a 12-team playoff very often at all. So it really doesn't make sense for the ACC to back expansion unless it's going to 24+

The ACC is also scared that it's best programs may end up in the SEC or Big 10, and that fear will probably be realized at some point. There is definitely some value in there for either conference.

Unless the situation changed from a few months ago, the Big 12, the Pac 12, and the ACC are the holdouts against expansion. They'd demanded automatic inclusion of the P5 conference champions in the expanded playoff which the SEC and Big 10 said no to.

No real worry of that, at least for a while. The ACC's absolutely horrible media contract goes until 2036 and guarantees that all TV money from the schools currently in the ACC goes to the ACC even if they leave the conference. Any other team picking up, for example, Clemson would be picking up dead weight until the mid 2030s. It also guarantees that the ACC schools will get the least money of all the P5 until at least that contract is done; it's a serious problem for keeping ACC team budgets competitive.

To go where? The only theoretically possible other G5 conference that they could go to would be the American where they were members for a sport or two until 2021 but the American just expanded elsewhere. The Pac-12 wouldn't want them either; they add nothing but another California school to recruit against without providing any sort of large media market; USC, UCLA, Cal, and Stanford have the state pretty well saturated for the Pac-12. The Big 12 similarly wouldn't want them; they're too far away from their media footprint and they just added other new members anyway.

San Diego State would go to a P5 if it receives an invitation. San Diego State recently turned down an invitation to join the American.

San Diego State would be a great football fit for the Pac-12, but a poor academic fit (I'm not endorsing this attitude from the Pac-12). According to Google Trends, they are the most popular team in the San Diego media market, more than twice as popular as USC, so they seem like a decent market fit, but not one the conference can't live without.

The key wildcard is whether they would help increase Pac-12 playoff bids and increase the money that way. That seems plausible at least, but I'm not sure.

The College Football Playoff stays at 4 teams for the remainder of the current contract that lasts until the end of the 2025 college football season, meaning that CFP expansion will be revisited and could happen as soon as 2026.

The Rose Bowl is literally the most important game in college football other than Army-Navy.

The Rose Bowl sucks, and despite that, all 8 Yes votes were willing to bend over backwards to help preserve it.
