Some may argue any state that touches a Great Lake, while others may limit to geographic prominence, population, culture etc.

I don't know much about Erie, Pennsylvania but it seems to me that it doesn't have a very significant influence on the overall economy or culture compared to the Appalachian and Eastern Seaboard influences so it doesn't really belong with the rest.

Some may argue New York doesn't belong but I think its hard to exclude it when it borders two of the five lakes and has two major cities on the shores.

Indiana is the only other one I could see as being marginal but I think that you can't deny the significance of the Chicago spillover and the fact that they have a National Park on the shore.

All the others are definitively in the group even if they have some areas that maybe fit better with another region.

I generally consider Great Lakes to be Minnesota, Iowa, Wisconsin, Illinois, Indiana, Ohio, and Michigan. New York and Pennsylvania are not Great Lakes imo and most of their population is distant from the region near the Great Lakes.

What the census bureau calls East north central. Wisconsin, Illinois, Indiana, Michigan, and Ohio.

All except NY and PA. The general social, political, and economic centers of both states are on the Atlantic/Atlantic-bordering parts of the states (i.e. NYC and Philly).

You could argue that Indiana and Minnesota also fit this category, as Indianapolis and the Twin Cities are far inland.

Why would Iowa be Great Lakes, when it, you know, doesn’t actually have a Great Lakes coastline?

I once had a coworker who was from Wilkes-Barre, who simply couldn't believe that Pennsylvania bordered Lake Erie.
